黄新波，男，汉族，1975年5月生，研究生，工学博士，中共党员。
他曾任西安工程大学电子信息学院院长，西安工程大学校长助理，西安工程大学副校长等职。
2018年8月起任陕西省工业和信息化厅副厅长。
