财联社12月26日电，俄罗斯外长拉夫罗夫表示，法国曾通过非公开渠道多次向俄方建议，在没有乌克兰方面参与的情况下就乌克兰问题举行对话。拉夫罗夫还表示，俄方从对俄威胁的角度选择对乌克兰实施打击的目标，其中包括其决策中心。
