2020年，转设的“故事”迎来转机。这年5月，教育部印发了《关于加快推进独立学院转设工作的实施方案》，明确“转为民办、转为公办、终止办学”的3种路径，并提出“可探索统筹省内高职高专教育资源合并转设”。《方案》印发的同年，35所独立学院转设成功，次年又有55所院校完成转设工作，推进力度之大，前所未有。
