据湖南《怀化日报》消息，12月2日下午，怀化市委书记许忠建在市委组织部、市委统战部调研，并召开座谈会。市委常委、市委组织部部长、市委统战部部长彭晛（xiàn）丹参加。
上述消息显示，彭晛丹已离开常德，调任怀化。

彭晛丹出生于1974年9月，籍贯湖南醴陵，长期在省总工会工作，2018年任副主席。
2021年，他出任常德市委常委、宣传部长。直至此番履新怀化市。
