工商银行、农业银行、中国银行、建设银行、交通银行、邮储银行等多家银行10月31日发布公告，将从11月1日起完善存量个人住房贷款利率定价机制。借款人可与银行自主协商、动态调整存量房贷利率，重定价周期最短可调整为3个月。
