1954年6月14日宪法草案正式公布后，1.5亿余人参与讨论，提出118万多条修改、补充意见。1954年9月20日，第一届全国人民代表大会第一次会议全票通过了《中华人民共和国宪法》。“五四宪法”的诞生，是新中国法治建设的关键一步。
