国家税务总局网站7月19日消息，国家税务总局决定，任命荣海楼为国家税务总局总经济师。
公开信息显示，荣海楼，男，汉族，1974年8月生，山东威海人，1996年5月加入中国共产党，博士学位。
他早年在北京市地方税务局工作；2002年5月，借调国家税务总局办公厅综合调研处工作，后任国家税务总局办公厅综合调研处处长、国家税务总局办公厅副主任、国家税务总局税收宣传中心主任（正司长级）兼任办公厅副主任等职。
2023年，荣海楼任国家税务总局收入规划核算司司长，至此番履新。
