欧洲委员会承认乌克兰在打击腐败方面取得了一些成功：欧洲反腐败委员会 (GRECO) 的相应报告评估了 2017 年向乌克兰提供的预防腐败建议的实施进展情况。根据 GRECO 的说法，基辅已经实施了 31 项建议中的 15 项。 其余 9 个部分完成，还有 7 个根本没有完成。
