美国海外动用武装力量全记录（2019-2021）

本报告为美国国会研究处2022年3月8日发布的更新版报告，原题为《美国海外动用武装力量全记录（1798-2022年）》。报告回顾了美国在军事冲突或潜在冲突的情况下，在海外动用军队以保护美国公民或攫取利益的数百个案例。该清单不包括秘密行动或自二战以来美军以占领军身份驻扎在国外或参与共同安全组织、基地协议、常规军事援助或训练行动。由于对所包含的行动有不同的判断，其他清单可能附有或多或少的案例。[1]

这些案例在行动规模、法律授权和重要性方面有很大不同。涉及的军队数量从为保护美国人员生命和财产安全而登陆的几名水手或海军陆战队员到朝鲜和越南的几十万人以及第二次世界大战的数百万人不等。有些行动持续时间很短，有些则持续了若干年。在某些事例中，军官在没有授权的情况下采取行动；某些行动完全是根据总统作为行政长官或总司令的权力执行的；其他情况则是由国会以某种方式授权的。在11个单独的案例中（以黑体字列出），美国正式向外国宣战。然而，对于所列举的大多数情况，在国内或国际法律下的地位并没有提及。1980年以来列出的大多数事件是总统根据“战争权力决议”向国会报告的美国军事部署情况的摘要。其中有几份总统报告是对以往进行活动的总结。请注意，列入本清单并不意味着所述事件的合法性或重要程度。本报告涵盖1798-2022年2月24日期间美国在海外使用军事力量的情况。报告将根据情况需要进行修订。

2019年

1.叙利亚。2019年1月初，美军开始从叙利亚撤出装备，但没有撤出人员。2月下旬，白宫宣布美国将在叙利亚留下约400名士兵，推翻了特朗普总统2018年12月的撤军声明。[2]

2.韩国。作为支持大韩民国的部队定期轮换的一部分，陆军部于2019年3月29日宣布，驻扎在德克萨斯州胡德堡的第一骑兵师第三装甲旅战斗队将替代第一装甲师第三装甲旅战斗队。[3]

3.伊拉克。2019年3月29日，陆军部宣布2019年夏季将驻扎在阿拉斯加温莱特堡的美国陆军阿拉斯加第25步兵师第一斯斯特赖克旅战斗队部署到伊拉克。第1斯特赖克旅战斗队将取代第101空降师第1旅战斗队，作为支持“固有决心行动”的部队定期轮换的一部分。[4]2019年5月31日，陆军部宣布2019年秋季部署到伊拉克的第三军团总部，驻扎在德克萨斯州胡德堡。作为部队定期轮换的一部分，第三军团总部将取代第十八空降军团总部，作为“固有决心行动”联合特遣部队的机关。[5]

4.阿富汗。2019年3月29日，陆军部宣布驻扎在北卡罗来纳州布拉格堡的第82空降师第3旅战斗队将于2019年夏季轮换到阿富汗。[6]第3旅战斗队将取代第10山地师第2旅战斗队。2019年5月31日，陆军部宣布驻扎在德克萨斯州布利斯堡的第一装甲师总部即将在2019年轮换到阿富汗。第1装甲师机关将替换第4步兵师机关。两次替换都是支持“自由哨兵”行动的部队定期轮换的一部分。[7]

5.日本。从4月9日到4月17日，美国海军P-8A海上巡逻机和一艘导弹驱逐舰斯泰特姆号（USS Stethem，DDG 63）协助日本主导搜救工作，寻找自4月9日以来失踪的日本航空自卫队（JASDF）F-35A的飞行员。P-8A飞机被分配到第八巡逻中队（VP）和第五巡逻中队（VP）。这两个中队都以佛罗里达州的杰克逊维尔为基地，轮流部署到日本三泽的第七舰队。斯泰特姆号前沿部署在日本横须贺（4月26日宣布它将把母港转移到圣地亚哥进行中期现代化改造）。[8]4月下旬，美国派遣了商业潜水支持施工船DSCV梵高号上的打捞队、无人潜水器和TPL-25 “黑盒探测器”。5月8日，在找到坠毁的日本航空自卫队F-35A的碎片后，美国海军结束了其任务。[9]

6.立陶宛。美国和立陶宛已于2019年4月2日签署了一项防务合作协议。这项为期五年的协议称，美国将向波罗的海国家派遣部队，“以加强威慑力，并促进爱沙尼亚、拉脱维亚和立陶宛进一步发展其国防的努力。”立陶宛国防部将为美军的部署提供一切必要的支持。[10]

7.日本。美国海军于2019年4月26日宣布，美国号两栖攻击舰（LHA 6）和新奥尔良号登陆平台船坞（LPD 18）将成为美国第七舰队在日本佐世保前沿部署的海军部队（FDNF）的一部分。美国号两栖攻击舰是一种新型的、能力更强的两栖攻击舰，能够作为美国海军陆战队空战部队（ACE）的一部分部署比其前身更重的联合攻击战斗机（F-35B），并作为轻型航空母舰使用。[11]

8.印度-太平洋。2019年5月1日，“约4-500名水兵和海军陆战队员离开加利福尼亚州圣地亚哥，与Boxer两栖准备小组和第11海军陆战队远征部队一起，按计划部署到印度-太平洋和中央司令部地区”，其中包括码头登陆舰哈珀渡口号（LSD-49）、两栖运输船约翰·P·默塔号（LPD-26）和两栖攻击舰博克瑟号（LHD-4）。[12]

9.中东地区。2019年5月10日，国防部批准部署阿灵顿号和一个爱国者导弹防御连，加入亚伯拉罕·林肯号航母打击群和美国空军轰炸机特遣部队，这些部队在该周早些时候部署到该地区，以应对美国和伊朗之间日益紧张的局势。[13]2019年5月24日，国防部“批准向中东地区部署约1500名军人和额外的能力，以阻止伊朗破坏该地区稳定的努力。”[14]联合参谋部主任海军上将迈克尔·吉尔德（Michael Gilday）在国防部关于伊朗问题的简报中澄清说，这1500名军人涉及延长已在该地区部署的约600名军人和四个爱国者导弹连，并向中东地区派出不到1000名其他军人。[15]为了应对最近在阿曼湾发生的油轮袭击事件。2019年6月13日，两艘油轮在穿越阿曼湾时在霍尔木兹海峡附近遭到袭击。日本的Kokuka Courageous号和挪威的Front Altair号遭到了攻击。[16]2019年6月17日，时任美国代理国防部长帕特里克·沙纳汉宣布，美国将增派1000名士兵用于防御，以应对中东地区的空中、海上和地面的威胁。

10.委内瑞拉。美国海军医院船“安慰”号（USNS Comfort，T-AH 20）于6月从诺福克海军基地部署到加勒比海、中美洲和南美洲，执行为期五个月的人道主义医疗援助任务，以应对委内瑞拉的政治和经济危机。7月3日，该舰完成了其在厄瓜多尔曼塔的首次医疗任务。这是自2007年以来第七次向该地区部署医院船，这次部署是美国南方司令部持久承诺倡议的一部分，反映了美国对加勒比、中美洲和南美洲伙伴国家的友谊、伙伴关系和团结的持续承诺。[17]

11.波兰。2019年6月12日，特朗普总统和波兰总统安杰伊•杜达（Andrzej Duda）宣布，根据一项新的安全协议，波兰将额外接纳1000名美军。增加之后，通常部署在这个北约盟国作为对俄罗斯威慑的美军总人数将达到5000多人。根据特朗普总统的说法，根据新协议，多达2000名部队将从德国转移到波兰，而不增加美国在欧洲的部队总数。新的美国特遣队“将包括特种作战部队、后勤部队和一个陆军师部”。[18]这些部队将以轮换的方式部署到波兰。

12.沙特阿拉伯。2019年9月26日，美国国防部长马克•埃斯珀宣布，鉴于最近的袭击事件，美国将部署约200名保障人员以及一个爱国者炮台和四个哨兵雷达，以增强沙特王国的空中和导弹防御能力。[19]

13.欧洲。2019年10月4日，美国陆军欧洲分部宣布，来自得克萨斯州胡德堡的第1骑兵师第2旅战斗队的部队和装备将于10月10-15日在荷兰弗利辛恩取代来自堪萨斯州莱利堡的第1步兵师第1旅战斗队。第1步兵师第1旅战斗队在欧洲服役了9个月，以支持“大西洋决心”任务，为整个东欧提供持续存在。[20]

14.沙特阿拉伯。2019年10月11日，美国防长埃斯佩尔应美国中央司令部的要求（CENTCOM），授权增加3000人的部队；自5月以来，“国防部已向美国中央司令部责任区增加了约14000人的部队，作为对地区安全的投资 ”。[21]

15.阿富汗和韩国。2019年12月5日，陆军宣布第十山地师和第一步兵师的美军士兵即将部署到阿富汗和韩国。驻堪萨斯州莱利堡的第一步兵师第二旅战斗队将在2020年冬季部署到韩国进行轮换；驻纽约州德伦堡的陆军第十山地师第一旅战斗队将在今年冬季轮换到阿富汗，作为陆军在该国开展自由哨兵行动（OFS）的一部分。[22]

16.中东地区。2019年12月31日，据新闻报道，大约100名海军陆战队员已部署到美国驻巴格达大使馆，以加强其攻击后的安全。“新增的海军陆战队来自驻扎在该地区的特殊用途海军陆战队空地特遣部队”。[23]根据国防部长马克•埃斯珀的声明，“我们正在派遣更多的部队来支持我们在大使馆的人员。”[24]同一天晚些时候，埃斯珀宣布立即从北卡罗来纳州布拉格堡的第82空降师的即时反应部队（IRF）向中东地区部署约750个步兵营，以应对对美国驻巴格达大使馆的袭击。[25]

2020年

1.科威特。2020年1月初，国防部从位于北卡罗来纳州布拉格堡的第82空降师即时反应部队额外部署了2800名士兵。增加的士兵将首先前往科威特。[26]这次部署将该旅的其余部队派往该地区，使2019年12月底/2020年1月初部署在那里的美国军人人数达到约3500人。

2.非洲。2020年2月12日，国防部长宣布，驻扎在佐治亚州本宁堡的陆军第一安全部队援助旅将很快部署到非洲，为非洲部队提供训练和援助，以此来更好地与俄罗斯和中国竞争。这次部署是对国防部各作战司令部内的部队、计划和活动进行审查的结果，以确保支持国防战略的优先事项。第101空降师的步兵旅人员将返回肯塔基州的坎贝尔堡。[27]

3.国际。2020年3月25日，国防部长马克•埃斯珀颁布了一项针对所有国防部军警人员和文职人员及其赞助的海外家属的60天停止行动令。该停止行动令将影响大约9万名军人，影响所有海外演习、部署、重新部署和其他全球部队管理活动。采取这一措施是为了防止2019年底开始的新型冠状病毒疾病（COVID-19）的传播，保护美国人员，并保持美国部队的战备状态。[28]

4.阿富汗。2020年4月23日，陆军宣布第四步兵师战斗航空旅（CAB）将取代第十山地师战斗航空旅，作为部队定期轮换的一部分，以支持美国对自由哨兵行动的承诺。[29]在即将部署到中央司令部的行动中，被称为“常春藤之鹰特遣部队”（ Task Force Ivy Eagle）的第四步兵师战斗航空旅将由国民警卫队的成员组成，主要来自犹他州的第211航空团第一营。[30]此外，驻科罗拉多州卡森堡的第四安全部队支援旅将会接替第三安全部队援助旅，这是作为支持“自由哨兵行动”的定期轮换工作。[31]

5.欧洲。2000年4月23日，陆军宣布驻扎在德克萨斯州胡德堡的第一骑兵师总部将在今年夏天部署到欧洲。第一骑兵师总部特遣队将取代第一步兵师总部，成为波兰波兹南的大西洋决心师总部（前方），以支持美国对北约盟友和伙伴的承诺。[32]此外，陆军宣布驻扎在乔治亚州斯图尔特堡的第三步兵师第二装甲旅战斗队即将轮换到欧洲。第二装甲旅战斗队将取代第一骑兵师第二旅战斗队，以支持美国对北约盟友和合作伙伴的承诺。[33]

6.伊拉克。陆军于2020年4月23日宣布，驻扎在北卡罗来纳州布拉格堡的第82空降师第2旅战斗队即将在夏季轮换到伊拉克，以取代第25步兵师第1旅战斗队，支持“坚定决心行动”（OIR）。[34]

7.意大利。国防部与国务院协调，宣布向意大利共和国提供人道主义支持，作为其全球冠状病毒大流行救援工作的一部分，包括运输非国防部的医疗设备，提供救援物资，并提供军事人员以支持民间人道主义行动的努力。[35]更多信息见国会研究处第 IF11480号, 《概览：国防部与新冠病毒》中《国防部人道主义援助和灾害救援的相关能力有哪些？》章节。

8.德国。2020年7月1日，分配给第101空降师的第101战斗航空旅的约250名士兵抵达德国，作为支持“大西洋决心”的区域部队的一部分，进行为期9个月的轮换。[36]为避免新冠病毒疫情传播，在机动至与其他盟友和伙伴地点之前，该旅将会在德国格拉芬韦赫尔（Grafenwoehr）的卡瑟琳（Kasserine）营区进行两周的隔离，隔离时进行小规模群居。[37]

9.欧洲。2020年9月24日，陆军宣布驻扎在德克萨斯州胡德堡的第一骑兵师第一装甲旅战斗队将于2020年秋季轮换到欧洲，以取代第三步兵师第二装甲旅战斗队，支持大西洋决心行动。[38]

10.中美洲。2020年11月12日，据报道，来自布拉沃联合特遣部队、美国陆军南部、南部特种作战司令部和其他美国南部司令部实体的250名士兵分布在洪都拉斯、巴拿马和危地马拉，以支持飓风埃塔之后的人道主义救援。[39]

11.印太司令部地区。2020年12月17日，陆军宣布将驻扎在华盛顿刘易斯•麦克乔德联合基地的第五安全部队援助旅的部分人员冬季轮换到印太司令部（INDOPACOM）地区。[40]

2021年

1.阿富汗和伊拉克。2021年1月15日，代理国防部长克里斯•米勒（Chris Miller）宣布，在伊拉克和阿富汗的部队人数已经减少。根据公告，“现在在伊拉克有2500名美国军人，在阿富汗有2500名美国军人。这是自2001年在阿富汗开始行动以来，美国在那里的部队人数最少的时期。”[41]

2.韩国。2021年3月25日，陆军宣布在2021年春季，驻扎在德克萨斯州的布利斯堡第三装甲旅以及第一装甲师，轮换到韩国，以取代第三步兵师第一旅战斗队，支持美国对大韩民国的承诺。[42]

3.阿富汗。2021年4月15日，拜登总统宣布，美国将从2021年5月1日开始从阿富汗完成最后一批撤军。2021年5月25日，美国中央司令部宣布，他们估计撤军“大约完成了16%-25%”。2021年7月8日，拜登总统宣布，在阿富汗的军事任务将于2021年8月31日结束，“在阿富汗的美军数量已经减少到最低限度。”[43]

4.欧洲。2021年7月6日，陆军宣布2021年秋季轮换驻扎在堪萨斯州莱利堡的第一步兵师第一装甲旅战斗队到欧洲，以取代第一步兵师第一装甲旅战斗队，支持“大西洋决心行动”。陆军还宣布2021年将驻扎在科罗拉多州卡森堡的第4步兵师第1斯斯特赖克旅战斗队轮换到伊拉克，以取代路易斯安那州国民警卫队第256步兵旅战斗队，支持“固有决心行动”。[44]

5.海地。2021年8月15日，美国南方司令部（SOUTHCOM）成立了联合特遣部队-海地，以开展美国军事行动，支持美国国际开发署（USAID）领导的外国灾害援助，在地震和热带风暴之后向海地人民提供援助。在这些援助中，南方司令部提供了空中运输，将美国国际开发署灾害援助反应小组的人员和物资运送到受灾地区，派出直升机，并提供空中图像以支持损失评估。[45]

7.阿富汗。2021年8月30日，美国国防部长劳埃德•奥斯汀三世宣布，美国完成了对平民的军事疏散，并将所有美军撤出阿富汗。在此之前，2021年8月15日，在美国完成军事撤离时，塔利班进入阿富汗首都喀布尔，迅速占领了该国。[46]

8.欧洲。2021年10月8日，陆军宣布第四安全部队援助旅（SFAB）秋季轮换部署到欧洲。驻扎在科罗拉多州卡森堡的第四安全部队援助旅的顾问小组将部署到该地区的多个地点，以支持美国对欧洲战区安全合作的承诺。[47]陆军还宣布第一骑兵师战斗航空旅秋季轮换部署到欧洲。驻扎在德克萨斯州胡德堡的第一航空骑兵旅将取代第一步兵师战斗航空旅，以支持美国对大西洋决心的承诺。[48]

9.欧洲。2021年12月16日，陆军宣布第四步兵师第三装甲旅战斗队（ABCT）春季轮换部署到欧洲。第三装甲旅驻扎在科罗拉多州的卡森堡，将取代第一步兵师的第一装甲旅战斗队，作为部队定期轮换的一部分，以支持美国对北约盟友和合作伙伴的承诺。[49]

10.韩国。2021年12月16日，陆军宣布第一装甲师第一装甲旅战斗队（ABCT）春季轮换部署到韩国。第一装甲旅驻扎在德克萨斯州的布利斯堡，将取代第一装甲师第三装甲旅战斗队，作为部队定期轮换的一部分，以支持美国对大韩民国的承诺。[50]
