Manufacturing firms in east China's Shanghai have started to resume production despite the strict COVID-19 control measures in the city.

China has recently launched the first batch of 666 Shanghai firms that are eligible for resumption, many of which are in the manufacturing sector, such as carmakers, chip producers and pharmaceutical firms.

Among the firms, Shanghai-based carmaker SAIC has its Lingang assembly factory up and running, and 4,000 staff are expected to return to the factory. Also, following a three-week suspension, Tesla's Shanghai plant resumed production on Tuesday, with 8,000 employees returning to work.

Food manufactures were also among the priority sectors allowed to resume operation. As of Monday, 1,371 production enterprises had been inspected and guided for the resumption of work, and 280 food production enterprises had resumed production, authorities said on Tuesday.

Moreover, Shanghai has establised a “whitelist” for key e-commerce platforms, delivery companies and delivery riders in an effort to secure the supply of essential goods within the city.

Local authorities and companies in the Yangtze River Delta region, one of China's most crucial economic powerhouses, vowed on Tuesday to further improve what's known as a "whitelist" system designed to tackle logistics issues and help key industrial firms resume operations, as part of a nationwide race to both contain the COVID-19 epidemic and ensure economic activities.

Efforts will be made to further optimize the "whitelist", help restore supply chains of key enterprises and promote cross-provincial logistics and recognition of companies on the list, Wu Qing, vice mayor of Shanghai, said at a press briefing on Tuesday.

上海近日印发了重点企业“白名单”通知，名单上的企业在达到防疫要求后可率先复工复产。第一批白名单共有666家企业，其中，汽车及汽车产业链类企业数量最多，其次的是医药医疗类企业，此外还有半导体和集成电路类企业、食品及加工类企业等。

已有不少车企开始召回员工，准备复工复产。其中，上汽集团已于4月18日启动复工复产压力测试，据报道，上汽乘用车临港基地中有4000名员工处于工厂闭环管理中，维持着生产运转。特斯拉上海超级工厂也于19日复工，目前已经有约8000名员工到岗。

食品生产方面，上海市市场监管局对疫情期间食品生产等相关许可事项实施便利化举措，加强疫情防控督促指导，助力企业复工复产。 截至4月18日，已检查、指导复工生产企业1371家次，通过建立企业白名单，帮助企业解决了食品生产许可证延续、健康证到期等问题，已有280家食品生产企业实现复工复产。

电商平台骑手是上海市生活物资保供的重要力量。在4月19日举行的上海市疫情防控新闻发布会上，上海市商务委副主任周岚表示，为了保障骑手的健康安全和配送安全，他们已会同上海市邮政管理局建立电商平台、快递公司“企业白名单”和配送寄递“人员白名单”，将有骑手配送业务的企业纳入“白名单”管理。

为应对本轮疫情带来的产业链影响，长三角地区将试行建立重点产业链供应链及其异地配套供应企业“白名单池”制度。

在4月19日召开的上海市疫情防控工作新闻发布会上，上海市委常委、常务副市长吴清表示，长三角三省一市将进一步优化供应链保供“白名单”，推动跨省市名单共享和双向互认，抓紧在长三角地区试行建立重点产业链供应链及其异地配套供应企业“白名单池”制度，共同保障推动长三角全产业链式协同复工复产。

• The International Monetary Fund (IMF) on Tuesday slashed global growth forecast for 2022 to 3.6 percent amid the Russia-Ukraine conflict, 0.8 percentage point lower than the January projection, according to its newly released World Economic Outlook (WEO) report, noting that global economic prospects have worsened "significantly" since the forecast in January.

  IMF下调2022全球经济增长预期：国际货币基金组织(IMF)当地时间4月19日发布最新一期《世界经济展望报告》，预计2022年全球经济将增长3.6%，较1月份预测值下调0.8个百分点。IMF在报告中说，由于俄乌冲突和西方对俄制裁，将导致2022年全球经济增速显著放缓。

• China's Producer Price Index (PPI), which gauges factory-gate prices, will likely continue to rise but at a slower pace, despite uncertainties arising from global commodity prices, and the government's timely policy measures will ensure both supplies and producer-level inflation remain stable, the National Development and Reform Commission said on Tuesday.

  预计年内PPI回落态势不变：4月19日，国家发展改革委举行4月新闻发布会。国家发改委新闻发言人孟玮表示，近一段时间，受地缘政治等因素影响，国际大宗商品市场波动加剧、价格明显上涨。中国经济已深度融入世界经济，部分大宗商品外采比例比较高，国际价格上涨客观上会带来输入性影响，加大国内PPI上行的压力。但随着保供稳价政策效果持续显现，叠加高基数效应，预计年内PPI总体回落的态势不会改变。

• Themed “The World in COVID-19 & Beyond: Working Together for Global Development and Shared Future”, the Boao Forum for Asia kick-starts it 2022 annual conference in Boao, a coastal town in Hainan today. This year’s conference will be held both online and offline, with special focus on green growth, global economic recovery, digital economy and global cooperation. Representatives such as government officials, heads of international organizations and guests from business and academia will be invited to jointly consult plans to promote the post-COVID-19 development in Asia and the world.

  博鳌亚洲论坛正式开幕：4月20至22日，博鳌亚洲论坛年会如期举行。年会主题为“疫情与世界：共促全球发展，构建共同未来”。年会将以线下为主、线上线下相结合的方式举办，邀请各国政商学媒等各界代表与会，共商疫后亚洲与全球发展大计，聚焦绿色发展、创新发展、包容发展、合作发展，致力于促进国际团结与合作。

• In 2021, the Guangdong-Hong Kong-Macao Greater Bay Area's GDP stood at 12.6 trillion yuan, according to a press conference about GBA's development on Tuesday. 25 enterprises in the Greater Bay Area are listed among the Fortune Global 500, growing by 8 compared to that in 2017. Besides, there are over 60,000 high-tech enterprises in Guangdong, mostly located within the Greater Bay Area, over 20,000 more than that 5 years ago. Railways are expected to expand to 4,700 kilometres by 2025 and 5,700 kilo-meters by 2035 in the Greater Bay Area, covering all cities at or above county level.

  2021大湾区经济总量12.6万亿元:4月19日，据广东省政府新闻办消息， 2021年大湾区经济总量约12.6万亿元人民币，比2017年增长约2.4万亿元人民币；进入世界500强企业25家，比2017年增加8家；广东省现有高新技术企业逾6万家，其中绝大部分都在粤港澳大湾区，比2017年净增加2万多家。另外，加快建设“轨道上的大湾区”。预计到2025年，大湾区铁路(含干线和城际铁路)网络运营及在建里程达到4700公里，远期到2035年，大湾区铁路(含干线和城际铁路)网络运营及在建里程将达到5700公里，覆盖100%县级以上城市。

• China’s central government-owned enterprises posted slower growth in revenues and profits in the first quarter. State-owned enterprises (SOEs) directly under the central government’s control posted revenue of 9 trillion yuan in the first three months of 2022, up 15.4 percent from the same period last year, compared with a 30 percent growth in 2021. Combined net profit rose13.7 percent to 472.3 billion yuan, data from the State-owned Assets Supervision and Administration Commission (SASAC) showed Tuesday.

  央企一季度增速承压:4月19日，国务院国资委新闻发布会对外披露，2022年一季度，中央企业实现营业收入9万亿元，同比增长15.4%；净利润4723.3亿元，同比增长13.7%。国资委表示，中央企业一季度整体生产经营形势比较稳健，但是受外部因素影响，经济运营也面临较大下行压力，存在着很多困难和挑战。

• Several research institutes of the Chinese Academy of Sciences (CAS) have sent internal emails saying that due to the high renewal fee, they’re suspending the use of China National Knowledge Infrastructure (CNKI) , the country’s biggest academic online library. The institutes are instead using the research databases of Wanfang Data and CQVIP in CNKI’s place.

  中科院停用知网:4月18日，中科院所属多个研究所发布内部邮件，表示因近“千万级别”的续订费用，将停止知网全文访问，考虑用万方数据库和维普数据库对CNKI数据库形成替代保障。

• Bilibili, the Chinese video-sharing platform has dismissed an online rumour Monday that claimed the company is planning to let go staff from its live-streaming department, saying it is in fact doing the opposite. Bilibili is hiring for more than 40 live-streaming positions, and the live-streaming business is developing normally, with its gross profit margin widening for three straight years, an employee at the Shanghai-based company said.

  哔哩哔哩否认裁员传言：4月18日，有消息称B站直播业务部门计划裁员，规模将会波及整个直播部门。对此，B站相关负责人回应表示，直播业务目前发展正常，毛利率连续三年持续提升。公司将会继续招聘投入直播业务，在招岗位超过40个。

• Foreign trade in Shanghai hit 1.01 trillion yuan in the first quarter of 2022, an increase of 14.6 percent from the same period, according to Shanghai customs on Tuesday.

  上海Q1进出口增长14.6%：4月19日，据上海海关消息，今年一季度，上海市实现进出口总值1.01万亿元人民币，比去年同期增长14.6%。

金融市场要闻

• China's value-added tax (VAT) credit refunds topped 420.2 billion yuan in the first half of April, benefiting 527,000 taxpayers, data from the State Taxation Administration showed on Tuesday. To improve the cash flow of enterprises, tax refunds and cuts are expected to total 2.5 trillion yuan, while VAT credit refunds will account for 1.5 trillion yuan of the sum, the government work report noted.

  留抵退税政策“半月报”出炉：国家税务总局19日发布数据显示，4月1日至15日，已有4202亿元留抵退税款退到52.7万户纳税人的账户。今年，为给市场主体注入资金“活水”，中国实施新的组合式税费支持政策，全年退税减税约2.5万亿元, 其中，增值税留抵退税约1.5万亿元。

• China's central bank said Monday that it had handed over 600 billion yuan in surplus profits to the country's central budget as of mid-April. The funds will mainly be used to facilitate VAT credit refunds and increase the central government's transfer payments to local governments, with an effect roughly equivalent to that of the country's move to cut the reserve requirement ratio for financial institutions by 0.25 percentage points.

  央行已上缴6000亿利润：18日消息，今年以来，人民银行靠前发力加快向中央财政上缴结存利润，截至4月中旬已上缴6000亿元，主要用于留抵退税和向地方政府转移支付，这与全面降准0.25个百分点基本相当。

• China's one-year loan prime rate (LPR), a market-based benchmark lending rate, came in at 3.7 percent Wednesday, unchanged from the previous month. The over-five-year LPR, on which many lenders base their mortgage rates, also remained unchanged from the previous reading of 4.6 percent, according to the National Interbank Funding Center (NIFC).

  4月LPR报价不变：4月20日，央行授权全国银行间同业拆借中心公布，2022年4月20日LPR为：1年期LPR为3.7%，5年期以上LPR为4.6%，两个期限均与上期保持一致。

• Chinese stocks ended lower on Wednesday after the central bank surprisingly kept its benchmark lending rates unchanged. The benchmark Shanghai Composite declined 1.35 percent, and the Shenzhen Component dropped 2.07 percent as the tech-heavy ChiNext Index hit a new low of the year. The Hang Seng Index slipped 0.4 percent and the TECH Index lost 0.54 percent.

  周三A股集体走弱，两市超3300股飘绿。截止收盘，沪指跌1.35%，深成指跌2.07%，创业板指跌3.66%创年内最低。恒生科技指数收跌0.4%，恒生科技指数收跌0.54%。
