路透社3月17日报道，斯里兰卡财政部长马欣达·拉贾帕克萨（Mahinda Rajapaksa）与印度签署了10亿美元的信贷额度，以缓解本国包括燃料、食品和药品在内基本物品的严重短缺。
据报道，过去两年，斯里兰卡的外汇储备下降70%至约23.1亿美元，致其购买进口商品陷入困境。斯里兰卡总统戈塔巴雅·拉贾帕克萨周三表示，将与国际货币基金组织（IMF）合作，寻找摆脱危机的方法。
