1987年10月25日至11月1日，中国共产党第十三次全国代表大会召开，明确概括了党在社会主义初级阶段的基本路线。
邓小平指出，整个社会主义历史阶段的中心任务是发展生产力。
就我们国家来讲，首先是要摆脱贫穷。贫穷不是社会主义，发展太慢也不是社会主义。

党的十三大的另一个重大贡献，是制定了“三步走”现代化发展战略。
这是根据邓小平关于中国实现现代化步骤的战略构想提出来的。
“三步走”发展战略，对中华民族百年图强的宏伟目标作了积极而稳妥的规划，是中国共产党探索中国特色社会主义建设规律的重大成果。
按照党的十三大的部署，1988年经济体制改革以深化企业经营机制改革为重点。对外开放的步伐进一步加大。

1988年4月，七届全国人大一次会议正式批准设立海南省和建立海南经济特区。

全面深化改革 comprehensively deepen reforms
The Decision on Major Issues Concerning Comprehensively Deepening Reforms was adopted at the Third Plenary Session of the 18th Communist Party of China (CPC) Central Committee on Nov 12, 2013. The general purpose of deepening its all-around reform is to develop socialism with Chinese characteristics, to advance modernization in the State governance system and governance capability, according to the decision. The focus of economic reform is the proper relationship between the government and the market, leaving the market to play a decisive role in allocation of resources and the government to better play its role.
2013年11月12日，中共十八届三中全会通过《关于全面深化改革若干重大问题的决定》。决定指出，全面深化改革的总目标是完善和发展中国特色社会主义制度，推进国家治理体系和治理能力现代化。经济体制改革的核心问题是处理好政府和市场的关系，使市场在资源配置中起决定性作用和更好地发挥政府作用。
