首次全国法制宣传教育工作会议通过《关于向全体公民基本普及法律常识的五年规划》。
《规划》确定，普及法律常识的对象是工人、农民、知识分子、干部、学生、军人、其他劳动者和城镇居民中一切有接受教育能力的公民。
1985年6月9日至15日，首次全国法制宣传教育工作会议通过《关于向全体公民基本普及法律常识的五年规划》。到2009年，国家共实施五个五年普法规划。
