美国哈佛大学经济学博士，曾任美国高盛投资银行经济研究执行董事，瑞士日内瓦- 达沃斯世界经济论坛首席经济学家与研究部主管。1991年至1996年间任国际货币基金组织(IMF)官员，先后供职于亚太局、财政事务局和研究局，从事经济研究，参与对许多成员国政府的宏观经济政策磋商与技术援助工作。其研究领域包括宏观经济学、公共财政、国际贸易与金融理论。

Gao is Chairman of the Chinese Research Society for Restructuring Economic Systems, China Enterprises Reform and Development Society, and the China Reform Foundation. He
also serves as professor of Peking University, Shanghai Jiaotong University. Gao joined the State Commission for Restructuring the Economic System and later rose to become the commission's deputy director. He then shifted to the State Council where he directed the Economic System Reform Project Office and was deputy director of the Housing Reform Leadership Group.He was a senior visiting scholar of the World Bank and was a visiting professor at Harvard University and Stanford University.His research areas include macroeconomy, city and regional economics, and international economics, and economic r eform.
