10月24日，苏州市住房和城乡建设局、苏州市自然资源和规划局、国家金融监督管理总局苏州监管分局联合印发实施意见，落实《住房城乡建设部 自然资源部 金融监管总局关于完善商品住房销售制度的通知》（建房规〔2026〕3号）要求。文件明确，2026年8月28日起新出让土地的商品住房项目“优先选择现房销售”，现房销售定金原则上不超过购房总价款的3%。这是江苏首个关于“828新政”的实施意见。
