据央视新闻，11月1日，《全国税务行政处罚裁量基准（2026年版）》开始施行，社保缴费违法行为首次被纳入全国统一的税务行政处罚裁量体系。《基准》明确，用人单位欠缴社保最高罚三倍。同时需要注意，所谓“自愿放弃社保协议”是无效的。
