今年是成都与卢布尔雅那结好45周年。45载友城情谊，为两地经贸往来积淀了深厚信任与独特纽带。5月，卢布尔雅那市代表团应邀来蓉出席2026成都国际友城合作与发展大会，双方共同举办“蓉欧产业对话”暨“开放成都·链接全球”成都—斯洛文尼亚投资商务论坛（点击查看）和结好45周年纪念展，为深化经贸合作奠定了坚实基础。此次成都代表团回访卢布尔雅那，正是延续友城交往、推动合作落地的务实行动。

This year marks the 45th anniversary of the sister-city relationship between Chengdu and Ljubljana. The 45-year friendship has built up profound trust and a unique bond between the two cities, benefiting bilateral economic and trade exchanges. In May, at the invitation of Chengdu Municipal People’s Government, the Ljubljana delegation visited Chengdu to attend the 2026 Chengdu International Friendship Cities Cooperation and Development Conference. The two cities jointly hosted the “Chengdu-Europe Industry Dialogue” & “Opening Chengdu Linking the World” Chengdu-Slovenia Investment Business Forum, alongside the 45th Anniversary Exhibition, laying a solid foundation for deepening mutual economic and trade cooperation. Against such a backdrop, the recent visit by Chengdu delegation to Ljubljana represented a practical step in continuing sister-city exchanges and advancing cooperation projects.

在中欧贸易投资磋商机制框架下，中欧持续深化经贸、科技、绿色转型等多领域交流合作，为地方城市拓展中东欧市场提供了有利条件。当地时间10月15日，“开放成都”中东欧行暨中国（成都）—斯洛文尼亚经贸合作交流活动在卢布尔雅那举行。活动由成都市人民政府外事办公室、成都市商务局、成都市对外开放合作促进中心、崇州市政府、卢布尔雅那市政府、斯洛文尼亚工商会共同举办，旨在以友城为纽带，推动成都与斯洛文尼亚精准对接，服务蓉企蓉品拓展中东欧市场。

Under the China-EU Trade and Investment Consultation Mechanism, China and the EU continuously ramp up exchanges and cooperation in wide-ranging fields such as economy and trade, science and technology, green transition, etc., creating favorable conditions for Chinese cities to explore the Central and Eastern European (CEE) market. On October 15 (local time), the Opening Chengdu: Central & Eastern Europe Tour China (Chengdu)-Slovenia Economic & Trade Cooperation Event was held in Ljubljana. Jointly hosted by the Foreign Affairs Office of the Chengdu Municipal People’s Government, Chengdu Municipal Commerce Bureau, Chengdu Opening-up and International Cooperation Center (COICC), Chongzhou Municipal People’s Government, the City of Ljubljana, and the Chamber of Commerce and Industry of Slovenia (GZS or CCIS), this event was staged to leverage the sister-city bond to boost the targeted matchmaking between Chengdu and Slovenia, and facilitate Chengdu enterprises and products to access the CEE market.

活动吸引中斯政商界百余名代表齐聚一堂。成都企业轮番路演，与近百家斯洛文尼亚企业面对面洽谈，当场签署3份合作备忘录，达成21项合作意向，签约金额1500万元，双方合作打开崭新局面。

The event gathered over 100representatives from governments and business circles of China and Slovenia. They witnessed the live roadshows of Chengdu enterprises who subsequently engaged in one-on-one business talks with nearly100 Slovenian enterprises, signing 3MOUs and reaching 21cooperation intentions to the tune of RMB15million on site, lifting bilateral cooperation to new high.

This event was attended by representatives from the Embassy of the People’s Republic of China in the Republic of Slovenia, Ministry of the Economy, Labour and Sport, Republic of Slovenia, Slovenian-Chinese Business Council, GZS, and SPIRIT Slovenia, etc. They joined representatives from the business circles of China and Slovenia in reviewing the friendly ties and envisaging cooperation in the future.

Ambassador Kang Yan, Extraordinary and Plenipotentiary of the People’s Republic of China to Slovenia, said that China and Slovenia possess immense potential for practical cooperation, and Chengdu will set sail and lead the way in this blue ocean of opportunity. Chengdu and Slovenia share a high degree of alignment in their development philosophies, aspirations for people's livelihoods and urban governance. Both are committed to enhancing quality of life, protecting the ecological environment and building green cities, and there is vast scope for cooperation in specialised and distinctive fields.Mr. Nejc Perhavec, Head of Internationalization and Investment Promotion Division, Ministry of the Economy, Labour and Sport, Republic of Slovenia, commented that Slovenia valued business cooperation with China and was willing to leverage this event to enhance industrial alignment with Chengdu and deliver more mutual investment and trade projects. Mr. Zhao Jian, Member of the Standing Committee of the CPC Chengdu Municipal Committee and Deputy Mayor of Chengdu Municipal People’s Government, mentioned in his address that business cooperation is the most solid pillar for sister-city relations. “The two cities boast highly complementary industries, and therefore have immense potential for cooperation. Chengdu will, as always, provide premium services, a sound business environment and vast platforms for Slovenian enterprises seeking development in Chengdu.” Mr. Samo Logar, Deputy Mayor of Ljubljana, observed that the friendly ties with Chengdu has been embedded in the urban fabric of Ljubljana. “Chengdu Road reminds us every day that when international bond is built into the daily life of residents, it is at its strongest.”Dr. Ziga Vavpotic, President of Slovenian-Chinese Business Council, attended and addressed the event.

At the event, the “Opening-Chengdu” promotional video was played on loop and the annual video for the “Chengdu & Partners” Program (C&P)was unveiled. Mrs. Natasa Kos, MSc., Deputy Director of SPIRIT Slovenian, Business Development Agency, and Ms. Gordana Kisilak, Director of Central Slovenian Regional Chamber of Commerce and Industry, introduced the local business environment and investment opportunities. Mr. Hong Hao, Deputy Director of Administrative Committee of Sichuan Chongzhou Economic Development Zone, presented Chongzhou’s key industries such as smart manufacturing, new materials, home furnishing, and modern agriculture. Ms. Xiong Miao, Deputy Director-General of Chengdu Municipal Commerce Bureau, awarded the C&P plaqueto the Chamber of Commerce and Industry of Slovenia , and signed an MOU with Ms. Gordana Kisilak, Director of the Chamber. This award and signing signaled that the network of C&P was further broadened.

随后，企业依次路演，与近百家斯洛文尼亚企业开展B2B对接洽谈。参会企业表示，高规格的国际展示平台与前期精准的需求匹配，让路演洽谈更具针对性，“开放成都”合作伙伴计划的服务也让企业赴欧洲合作发展充满信心。

In the wake of the awarding and signing ceremony, Chengdu enterprises delivered live roadshows one after another and held B2B matchmaking talks with nearly 100 Slovenian enterprises. The participants remarked that the high-quality international showcase platform and targeted alignment of demands in advance made the roadshows and business talks more to-the-point and relevant. The Chengdu participants said that supported by the services under the C&P, they were confident in the prospects of developing in Europe.

Projects Launched to Boost Cooperation

对接洽谈刚结束，好消息便接连传来。康泰塑胶科技股份有限公司与当地数据公司签署合作备忘录，在地下管线探测、检测监测技术方向达成深度合作共识；全友家具中东欧有限公司与当地多家家居企业对接，探讨家居渠道合作路径；四川汇达通机械设备制造有限公司与斯洛文尼亚及东南欧地区头部综合物流集团因特尔欧罗巴物流实现供需匹配，并与科佩尔港建立定向沟通机制；成都赛镭光创科技有限公司现场与埃奎普罗公司签下合作备忘录，在光学科技方面实现深度业务合作。

No sooner did the B2B session close than the word came out of cooperation projects. Kangtai Plastic Science & Technology Group Co., Ltd. signed an MOU with local data company to cooperate on underground pipeline detection, testing and monitoring technologies. Quanyou Group CEE Branch engaged with a multitude of Slovenian enterprises in the home furnishing industry to explore paths for channel collaboration. Sichuan Huidatong Mechanical Equipment Manufacturing Co., Ltd. achieved supply-demand matching with Intereuropa Group, a leading integrated logistics group in Slovenia and Southeastern Europe, and established a targeted communication mechanism with Koper Port. Chengdu Sailray Optical Technology Co., Ltd. signed an MOU with EuipPro on intensive business cooperation in optical technologies.

从精密仪器到智慧医疗，从汽车制造到家居建材，9家成都企业带来的产品与技术，在这场跨越山海的握手中找到了通往中东欧市场的路径。现场达成的合作，正是双方企业投出的信任票，两地全面深化合作未来可期。斯洛文尼亚工商会代表表示，本次活动企业报名情况空前火热，报名人数完全超出预期。

From precision instruments to smart healthcare, from automobile manufacturing to home furnishing and building materials, the products and technologies brought by the nine Chengdu enterprises identified their paths into the CEE market through this cross-border exchange defying distances. The cooperation reached on site constituted votes of confidence cast by the enterprises from both sides. The prospect for comprehensively enhancing cooperation is promising. Representatives of GZS revealed that this event was quite popular and well sought-after among enterprises, with registrations far exceeding expectations.

04 友城为桥，开放同行

Build on Sister-City Bond and Join Hands in Opening-up

从更广视野看，成都与中东欧国家经贸合作持续深化。斯洛文尼亚家电品牌古洛尼在蓉开设西南旗舰店，成都卡诺普焊接机器人进入斯洛文尼亚市场，双向投资和产业互补不断加深。此次对接，正是把友城优势转化为贸易投资合作优势的生动实践。9家成都企业涵盖精密仪器、汽车制造、智慧医疗、家居建材等领域，现场发布32项技术成果、17项合作需求，推动一批“成都造”产品、技术和服务对接中东欧市场。

From a broader perspective, as the economic and trade collaborations between Chengdu and CEE countries kept growing, examples abounded of mounting two-way investments and deepening industrial complementarity. Gorenje, a Slovenian home appliance brand, established its flagship store for southwestern China in Chengdu, and Chengdu CRP Robots gained a foothold in the Slovenian market with its welding robots. Today’s event represents an exemplary practice of translating sister-city strengths into trade and investment cooperation benefits. The nineparticipating Chengdu enterprises cover sectors such as precision instruments, automobile manufacturing, smart healthcare, home furnishing and building materials. As the event progressed, they unveiled32technological achievements and released 17cooperation demands on site, enabling a group of products, technologies and services bearing the “Made-in-Chengdu”trademark to access the CEE market.

活动尾声，一份特别的“成都礼物”送到嘉宾手中——《HELLO Chengdu》十月刊以结好45周年推出封面报道，将两市情谊定格在纸页之间，也让这座城市的温度跨越山海，抵达万里之外的朋友手中。

As the event drew to a close, a special “gift from Chengdu” was handed out to each participant. The October Issue of HELLO Chengdu, a bilingual magazine promoting the city, carries a cover story marking the 45th anniversary of the sister-city relationship between Chengdu and Ljubljana. It captures the amity and sincerity between the two cites on print pages, conveying the warmth of Chengdu across mountains and oceans to friends far afield.

活动之外，代表团还实地走访卢布尔雅那科技园、斯洛文尼亚投资署、斯洛文尼亚工商会和《卢布尔雅那公报》等4个机构，围绕技术落地、安全标准、认证准入、合作模式等形成8项后续对接事项。

In addition to this event, the Chengdu delegation also visited four organizations including the Ljubljana Technology Park, SPIRT Slovenia, GZS, and Glasilo Ljubljana ，sorting out eight leads for follow-up including technology commercialization, security standards, certification admission, and cooperation models.
