Grand Canal Media NewsThe World Historic and Cultural Canal Cities Cooperation Organization (WCCO), as an international organization serving canal cities around the world, is committed to promoting the sharing of experiences and cultural exchanges among canal cities. Within WCCO’s global network of canal cities, we see that in domestic contexts, the rule of law is used to strengthen the protection of canal heritage; overseas, gardens serve as tools to tell stories about canal cities. On one hand, Liaocheng has enacted local regulations that provide a legal framework for protecting the century-old canal culture; on the other hand, the Banxi Garden, modeled after Yangzhou’s gardens, has been built in Thorpewater Park in Sheffield, England, thereby spreading canal civilization. These two examples, both domestic and international, may seem separate, but they create a fascinating connection due to the culture associated with the Grand Canal. They vividly illustrate the concept of “protecting” and “spreading” canal culture in a mutual relationship.
Gardens as a medium: A vivid example of the “exporting” of canal culture to foreign lands
Recently, Tang Rui, the Consul General in Manchester, on behalf of Ambassador Zheng Zeguang, attended the opening ceremony of the China-Park Garden in Bridgewater Park in Salford, Greater Manchester. Present were Hawkins, representative of the Mayor of Greater Manchester; Mattson, Director-General of the Royal Horticultural Society; Dannyett, Mayor of Salford; Wei Lei, Ambassador to China; Chen Jun, Deputy Mayor of Yangzhou; and Peng Hongming, Deputy Secretary-General of the Chinese Flower Association. This classical Chinese garden, modeled after Yangzhou’s gardens, is the largest and most complete classical Chinese garden in Europe. It has been regarded by all guests as an “important window for the British people to experience Chinese traditional culture up close”.

Yangzhou and Solford are connected by the canal, and they also share a deep affection for gardens. Every brick, every tile, every pavilion and structure in Banxi Garden embodies not only the exquisite skills of Yangzhou’s gardens, but also the spirit of openness and mutual exchange that characterizes canal cities.
Legislation as the foundation: institutional safeguards for the canal’s cultural heritage
At the same time, while this garden thrives overseas, another city along the canal – Liaocheng – uses legal measures to protect the canal’s cultural heritage. The “Liaocheng Grand Canal Cultural Heritage Protection Regulations” come into effect on October 1, 2026. These regulations are specifically designed for the Grand Canal.
The list of sites protected by these regulations is quite comprehensive: the Heyun River sections in Yanggu and Linqing, five World Heritage sites such as Linqing Canal’s Chao Guan and Jingmen Shangzha, as well as attractions like Guangyue Tower, Shanshan Guild Hall, and Aotouji. All these sites are included in the protection list.
A continuous tradition: the logic of “protecting” and “promoting” through the canal
The success of Banxi Garden abroad, combined with the implementation of the Liaocheng regulations in China, seems like two different approaches, but actually they are connected. Without proper protection of canal culture, there can be no confidence in cultural exports. The reason why Banxi Garden can touch the British people is that it reflects the rich artistic traditions of Yangzhou’s gardens over centuries; similarly, the emphasis on “responsible utilization” in the Liaocheng regulations aims to bring canal culture back to life through protection. By leveraging resources such as the water-based ancient city and Linqing Zhongzhou Ancient City, new forms of cultural and tourism integration can be developed, allowing canal heritage to truly “live” in the present.

Starting with Yangzhou taking the lead in applying for the World Heritage status of the Grand Canal, and then Liucang making significant progress in heritage conservation through local legislation; from Panxi Garden’s success in the UK, to the collaborative efforts between canal cities – a network for preserving canal culture that spans from north to south and connects domestic and international regions is being established.
