当地时间10月1日，俄罗斯总统普京在俄智库“瓦尔代国际辩论俱乐部”第23届年会全会活动上表示，如果俄罗斯在波罗的海沿岸的“飞地”加里宁格勒州或其他俄联邦领土遭到直接攻击，俄方将考虑动用其武器库中的全部武器。
