实施更加积极的财政政策，是以习近平同志为核心的党中央深刻把握我国经济运行规律和国内外环境变化，统筹当前和长远、发展和安全作出的重要部署。今年7月30日召开的中央政治局会议进一步强调，要实施好更加积极的财政政策和适度宽松的货币政策，充分发挥各项存量政策效能，及时谋划出台务实管用的增量政策。财政部门深入贯彻党中央和国务院决策部署，抓好财政政策落实，不断提高精准度和有效性，全力推动实现全年经济社会发展目标任务。
