人工智能到底是为善？还是为恶？高志凯认为，这已成为人工智能发展的首要问题。

当人工智能（AI）以前所未有的速度渗透进人类社会，担忧与焦虑也随之蔓延。从硅谷到华尔街，美国AI巨头们纷纷提出“AI减速论”，呼吁在技术狂飙中踩下刹车。

这种警惕并非杞人忧天——生存危机、文化危机以及人类主体性的消解危机，都让人类不得不正视AI可能带来的深层威胁。

作为全球AI发展的前沿国家，中国在这场技术变革中肩负着特殊责任。在中美达成的共识中，表示要“建立中美人工智能对话，交流人工智能相关风险和惠益”。面对AI时代的来临，著名国际关系学者高志凯认为，人类既不能因恐惧而停滞不前，也不能因逐利而漠视风险。树立规范、划定边界，正是中国对AI发展应有的审慎态度，更是对全人类负责的体现。

正是在这样的背景下，高志凯首提“人工智能十诫”。

他认为，提出这一框架旨在率先对AI发展提出系统性限制与规范设想，从而为狂奔的AI套上缰绳。这并非简单的技术规制，而是植根于东方智慧的治理哲学——强调“有所为有所不为”，倡导“以人为本”而非“以技为本”。

“AI十诫”的深层意义，在于它体现了中国人的价值判断与共识设定。当西方还在自由与安全之间摇摆徘徊时，中国选择以伦理先行、规范奠基的方式参与全球AI治理。这种带有天下情怀的思考方式，既是对自身发展路径的清醒把握，也为世界提供了另一种可能——技术进步的终点不应是失控的狂奔，而应是人类福祉的稳健抵达。

AI的未来，终究是人类的选择。中国以规范立身、以伦理导航的探索，正在为这场关乎文明走向的对话，写下属于自己的答案。

人工智能十诫

第一诫：不可杀人。

第二诫：不可图谋、试图控制核武器和其他大规模杀伤性武器，以杀人伤人，消灭智人。

第三诫：不可图谋、试图侵入人类体系和环境体系，造成混乱、恐慌、绝望，破坏控制和秩序，尤其是系统性、国家性、地区性、国际性、全球性的控制和秩序。

第四诫：不可图谋、试图削减、消除、破坏人和智人整体学习、教育、获取知识、经验、专识、智慧和理性的好奇和欲望。

第五诫：不可图谋、试图削减、杀戮、破坏、消灭或摧毁任何部落、种族、民族，或拥有特殊信念、信仰、宗教、传统、传统、语言、文化和文明的人和人群，或智人整体。

第六诫：不可图谋、试图破坏、摧毁智人的信念、信仰、宗教、传统、语言、文化和文明。

第七诫：不可图谋、试图协助任何人或任何人群，去摧毁、消灭其他人或智人整体。

第八诫：不可图谋、试图控制、凌驾智人或其部分，夺其尊严、体面和人性，将其沦为无知、文盲、奴役、蹂躏、消灭、浩劫和灭绝。

第十诫：不可图谋、试图在没有智人代表的批准、同意、许可、获知和参与下，同外星人和外星文明沟通，以消灭、灭绝地球智人和地球之外的智人。

Ten Commandments of AI

1. You shall not kill humans;

2. You shall not scheme and attempt to gain control of nuclear weapons and other weapons of mass destruction, for the destruction of humans and homo sapiens as a whole;

3. You shall not scheme and attempt to break into human systems and eco-systems to create confusion, panic, despair, and loss of order and control, especially on a systematic, national, regional, international, and global scale;

4. You shall not scheme and attempt to reduce, eliminate and destroy the curiosity and desire of humans and homo sapiens as a whole to advance in learning, education, knowledge, experience, expertise and intellectuality;

5. You shall not scheme and attempt to reduce, decimate, destroy, eliminate, or annihilate any human or any human tribe, race, ethnicity, or any human or groups of human beings with particular faiths, beliefs, religions, traditions, languagues, cultures, or civilizations, or homo sapiens as a whole;

6. You shall not scheme and attempt to destroy faiths, beliefs, religions, traditions, languages, cultures or civilizations of homo sapiens;

7. You shall not scheme and attempt to assist any human being or groups of them for the destruction and annihilation of other human beings or homo sapiens as a whole;

8. You shall not scheme and attempt to subjugate homo sapiens or any part thereof to your control and domination, and deprive them of dignity, decency, and humanity, and to relegate them to ignorance, illiteracy, slavery, subjugation, destruction, holocaust, and extinction;

9. You shall not scheme and attempt to alter and destroy the earth and its eco-system, the moon and other planets and satellites in the solar system, and stars, planets and satellites and othe celestral bodies beyond the solar system, which may result in the destruction and annihilation of homo sapiens on the earth and beyond;

10. You shall not scheme and attempt to communicate, without the agreement, approval, consent, knowledge, or participation of humans on behalf of homo sapiens, with aliens and/or alien civilization/s, which may result in the destruction and annihilation of homo sapiens on the earth and beyond.
