央行最新预告！将连续开展隔夜逆回购，每日上限1万亿元

中国人民银行（下称“央行”）9月23日发布公告称，为更好匹配银行体系短期流动性需求，央行将在9月28日至10月8日连续四个工作日开展隔夜逆回购操作，采用固定利率、数量招标，每日操作量不超过1万亿元。

今年6月，央行优化临时正/逆回购工具的使用机制，增加隔夜逆回购操作品种，旨在进一步提升央行流动性管理和短端利率调控的精准性、有效性。此后，央行多次在月中、月末开展隔夜逆回购操作。市场机构普遍认为，在资金跨月、跨季等特殊时点启用隔夜逆回购已趋于常态化。

隔夜逆回购操作主要发挥“削峰填谷”作用——在资金跨月等特定时点，部分机构的短期流动性需求可能只有两三天，央行若仅开展7天期逆回购操作，容易造成流动性淤积，此时开展隔夜逆回购操作，既有助于提高流动性管理效率，也能降低金融机构的资金成本。

相较于央行在8月末、9月初开展单日不超过6000亿元的隔夜逆回购操作，本轮隔夜逆回购的单日操作量上限明显提高。长江证券研究所固收首席分析师赵增辉在研报中表示，央行可能通过调整单日操作上限等方式平抑资金波动。

赵增辉指出，由于机构的中秋、国庆假期的备付需求与跨季需求前后接续，机构可能提前安排跨节、跨季头寸。因此，即使月中税期走款压力减弱，资金需求也未必同步明显下降，“央行操作是资金走势的关键”。

长期来看，央行还将继续推动货币政策操作框架的改革完善。央行副行长陆磊在9月10日召开的国新办新闻发布会上表示，“十五五”时期，央行将进一步优化中国特色现代货币政策框架体系。在工具上，不断健全市场化的利率形成、调控和传导机制，增强政策利率引导作用，引导短端货币市场利率围绕政策利率更加平稳运行，进一步畅通由央行政策利率向市场基准利率、再到各种金融市场利率的传导。
