在深圳罗湖清水河,银湖山的山谷里,一场被央视《新闻调查》镜头追踪过的超级工程正在进行——全国体量最大的填埋场全量开挖搬迁治理。40米深坑体、255万立方米堆体、相当于1000个标准泳池的体量,正被逐一清出。
Nestled within the folds of Yinhu Mountain in Shenzhen's Luohu District, one of China's most ambitious urban regeneration projects is unfolding.
但比"清垃圾"更难的题目是:清完之后,这个深坑怎么办?
For decades, the Yulong site was known as the country's largest landfill.
在深圳,30公顷连片净地足够让任何开发商侧目。但面对“三面环山+深坑”构成的苛刻场地命题,若以常规思路削峰填谷,代价巨大。整合方案反其道而行之:不填平,让建筑像梯田一样,从坑里"长"出来。
Today, following an unprecedented environmental remediation programme involving the excavation and removal of legacy waste,the site is being given an entirely new future.

From Landfill to Landscape: Reimagining a City’s Future Through Design
1983年,建成投用;
1997年,填满停用;
2005年,正式封场;
此后近二十年间,臭气、渗滤液、地质灾害风险逐渐显现。
2024年7月,环境修复工程正式启动。
到2026年底,约255万立方米、重约410万吨的陈腐垃圾将从这里被全量清出。
治理不是终点。当填埋场修复与片区规划同步启动,设计面临的是一个史无前例的命题:如何在全量开挖后的深坑与复杂山地上,打造出一座融合"生产、生活、生态"的未来总部园区?
The completion of remediation works will create a deep pit of 40m within the site, creating a distinctive valley landscape. The redevelopment will redefine the relationship between city, terrain and ecology that embraces its complexity.
2023年Aedas、深圳市蕾奥规划设计咨询股份有限公司、深圳市综合交通与市政工程设计研究总院有限公司联合体以(点击蓝字回顾竞赛优胜方案)。2023-2025年,项目经由深圳市城市规划设计研究股份有限公司主导、Aedas深度参与,与政府、业主及各领域专家团队通力协作,进行方案整合,将中标方案设计核心贯彻其中,进一步提出了“山水云台·数创智谷”深化方案:将高差转化为设计的基底——让城市随山势生长,而非削山填谷。“城入山,绿融城 ”,由此,一个多维立体的漫游公园、城与自然共生的生态绿谷、数字产业集聚的创智高地, 成为未来玉龙发展的基本蓝图 。
The masterplan transforms a former environmental scar into a new innovation valley, allowing architecture, landscape and infrastructure to evolve directly from the site's unique topography. What was once a symbol of urban consumption becomes a catalyst for ecological recovery, technological innovation and sustainable urban growth.

不跟高差对抗,顺着它做文章
Designing with the Land
40米高差、三面环山,如果按常规思路整体回填至统一标高,土方工程量将是天文数字 ,对自然生态也是二次伤害。
The 30-hectare site occupies a strategic location at the northern gateway of Luohu, framed by mountain ridges on three sides and positioned less than one kilometre from the future high-speed rail station. Yet its greatest defining characteristic is its terrain.
对此,整合方案提出了核心策略:"高区平整、低区修复"。设计将垃圾全量开挖后形成的深坑作为既定条件,高区平整产生的土方,顺势填补低区形成缓坡过渡,坑底则置入大体量建筑空间——中试实验的大空间、设备用房、停车空间,统统被巧妙地"藏"进了地形里。土方工程与地下空间开发在设计和施工时序上深度整合,土方工程量直接砍掉近一半。
A 40m-deep pit coupled with the residual landform of the excavated landfill, presented a challenge few contemporary developments encounter. The design adopts a fundamentally different approach, allowing the landscape itself to become the organisational framework of the district. The masterplan is guided by a strategy of selective intervention. Material generated through the rationalisation of higher ground is redistributed to soften transitions across lower areas, creating a more integrated and environmentally responsive terrain. The excavated valley provides spacious public area, accommodating innovation laboratories, pilot production facilities, servicing infrastructure and parking.

但这不只是工程账。建筑群顺应山势层层错落,底部以大尺度承托地形,上部轻盈化逐级退台,从山脚到山腰,建筑体量由大变小、由实变虚,像是从银湖山的褶皱里自然生长出来的。40米深坑,从工程难题化为了建筑的天然基座。
Through the integration of earthworks, underground development and construction phasing, the scheme substantially reduces excavation and fill requirements while establishing a more sustainable model of site development. It preserves the character of the valley rather than replacing it. Stepped terraces ascend the mountainside in a sequence of cascading forms that reinterpret the agricultural terraces historically found throughout southern China. Larger podium volumes anchor the development at the valley floor, while lighter upper levels progressively recede into the terrain. They create a built form that appears less constructed than cultivated, as though the architecture had grown naturally from the contours of Yinhu Mountain itself.
0米、20米、50米:一座"多维地表"的山谷聚落
A Valley Campus in Three Dimensions
与绝大多数平地而起的科技园不同,这是一个坐落在山谷里的科技聚落。所有独特性都由此派生。
The Valley is conceived as a multi-layered urban landscape. A sequence of interconnected platforms at varying elevations establishes a three-dimensional public realm where movement unfolds both horizontally and vertically. Networks of landscaped stairways, panoramic walkways and strategically located mobility hubs connect the valley floor with upper terraces, transforming circulation into a continuous spatial experience. The project creates a contemporary valley settlement where workspaces, public amenities, landscape and social life coexist within a richly layered environment.
设计创造了0米、20米、50米等多维地表,通过便捷的垂直交通核、连续登山梯联动上下,营造出分层垂叠聚合的空间体验,一座立体梯田式的Campus园区,而非冰冷的写字楼阵列,是可以漫游、可以停留、可以偶遇的山谷聚落。
At the centre of the composition is a continuous linear green corridor that acts as the ecological and social backbone of the masterplan. Threading through the site, it reconnects fragmented topographies while extending the landscape of Yinhu Mountain deep into the urban fabric.

多维地表
A multi-layered urban landscape
贯穿园区的线性绿脉,是这场空间魔术的"隐形骨架"。它不仅承载交通功能,更是产业展示面和公共交往带。原本被高差切割得支离破碎的场地,被这条动脉重新串成一体,银湖山的绿意得以直接渗透进园区腹地。从地铁站出来,沿着"空中漫步道"缓缓上行,转角遇见露台花园,抬头看见塔楼群组与银湖山轮廓构成的起伏天际线。
Visitors arriving from the metro are gradually immersed within a sequence of elevated gardens, shaded plazas and civic landscapes. As they move upward through the valley, new perspectives emerge, revealing the interplay between architecture and terrain, while framing expansive views towards the mountain ridges beyond.

从玉平大道驶过,你会一眼识别:这里不是又一块被水泥覆盖的平地,而是一座"长"在山谷里的科技园。塔楼群组与低区台地建筑形成高低错落的天际线,与银湖山的自然山势构成对话,而非对抗。
Seen from Yuping Avenue, the district presents a distinctive skyline that responds to its natural context. The design echoes their rhythm and silhouette, creating a composition defined by dialogue rather than dominance.
把"韧性"写进山谷的DNA里
Resilience as Landscape
三面环山意味着暴雨山洪的风险。设计没有简单依赖市政管网,而是构建了一套蓝绿灰协同做工的韧性基盘。
Resilience is embedded within the masterplan not as a layer of infrastructure, but as a defining design principle. The site's mountainous setting presents significant hydrological challenges, particularly during Shenzhen's increasingly intense storm events. The response is a comprehensive blue-green infrastructure network that works with natural systems rather than against them.
南北截洪渠通过"高水高排、低水低排",建立外围山体暴雨防洪屏障;中心绿地与生态廊道缝合场地高差,中央景观水系、滨水湿地、多级海绵体系协同做工,既减少内涝风险,又维持了水景观的稳定。雨季,这里是蓄洪调蓄的"海绵";旱季,这里是可游可憩的亲水公园。
Flood interception channels establish a protective perimeter around the development, while a hierarchy of wetlands, bioswales, rain gardens and retention landscapes manage water throughout the site.

而贯穿园区的中央绿廊,更是园区在极端气候下的生态安全保险。在日益频发的极端暴雨面前,这条依循等高线展开的带状绿地,就是一道天然的滞洪缓冲带:透水铺装、雨水花园、生态草沟与下沉式绿地层层接力,把山洪的峰值流量逐级消纳、过滤、渗透,最终汇入中央湿地与清水河。当周边城区在暴雨中"看海"时,这里的绿地正在地下默默扮演着"海绵水库",把致命的山洪化解为可涵养草木的涓涓细流。这不是锦上添花,而是生死攸关的安全底线。
Together, these elements form a living sponge system capable of slowing, absorbing, filtering and reusing stormwater before it ultimately reconnects with the wider watershed. During the rainy season, the landscape functions as vital flood mitigation infrastructure. During drier periods, the same spaces become ecological habitats and civic parks.

不只是"好看",更要"好用"
Where Form Meets Function
作为深圳"20+8"产业集群的重要载体,玉龙片区定位为数字产业集聚的创智高地。设计在产业空间上也做足了文章。
The central green corridor, following the site's natural contours, performs a dual role as both public space and environmental safeguard. In moments of extreme weather, it quietly absorbs the pressures of the surrounding catchment.
考虑到塔楼形态的总部办公去化难度,设计提供了更加灵活、扁平化的"大平层"产业空间模块,兼容从研发设计、中试实验到轻型生产的全产业环节。同时嵌入共享金融与人才服务、共享会议与实验、交易展示等产业服务模块,打造黑科技走廊、大事件草坪、共创孵化社群、第三空间等"创新基础设施"。从初创团队到行业龙头,从软件研发到生命健康,不同体量、不同阶段的企业都能在这里找到适配的空间,在"雨林式"的创新生态中碰撞、萌发、扎根、共生。
In everyday life, it offers a continuous landscape experience that reconnects people with nature.

从"负资产"到"新引擎":一场多赢的城市实验
From Remediation to Regeneration
促使各方下定决心、达成共识,把垃圾彻底清走的底气,正是这张能把"伤疤"变成"引擎"的蓝图,让一切成为一场多赢的城市实验:对市民,这里是可漫步、可亲水、可看山的立体公园;对企业,这里是嵌入银湖山谷、拥有大平层产业空间和"雨林式"创新生态的创智高地;对城市,这是在深圳极度稀缺的土地资源中,"长"出来的30公顷连片净地;对自然,建筑学会了像山一样呼吸、像海绵一样吸水,而不是粗暴地削平它。
Yulong Innovation Valley represents more than the redevelopment of a former landfill. It demonstrates how cities can transform inherited environmental challenges into opportunities for long-term growth.
当曾经的"城市伤疤",变成了市民爱来、企业愿驻、创新扎根、山水相融的地方——这个从负资产到新引擎的转身,才是央视镜头追踪、各方叫好的真正原因。
By embracing topography, restoring ecological systems and creating a new framework for innovation-led development, the project establishes a model that extends far beyond Shenzhen.

而玉龙的意义,还不止于深圳。当全国600座已封存的填埋场仍在等待被"封印"或被动监控时,玉龙已经走出了一条不一样的路——不是掩盖问题,而是连根拔起,然后种下一座城。它为全国提供了一个可参照的成功样板:只要设计给出足够有说服力的未来,最沉重的城市负资产,也能变成驱动前行的增量。
Across China, hundreds of closed landfills are still waiting to be sealed or passively monitored. Yulong proposes a different future, one that moves beyond containment and remediation towards genuine regeneration. The project is ultimately a story of transformation: from burden to asset, from excavation to creation, from scar to landscape.
Aedas执行董事梁志华说:"设计从来不只是画画图纸。它是在回答一个更本质的问题——当城市不得不为过去的发展买单时,我们能不能把这笔账,算成一笔面向未来的投资?从'清源钰谷'到'山水云台',答案正在银湖山的山谷里,慢慢长出来。"
‘From a valley of restored land to a landscape platform for innovation, the evolution is slowly taking shape in the valley of Yinhu Mountain. The design aims to implement a better urban development for the people in the future, minimising the cost of its past development,’ Leon shares.
