直通东博会｜平陆运河助力南宁开放升级 WCCO出席东博会友城大会共话运河合作新机遇

大运河传媒讯（记者朱桂艳发自南宁）在世纪工程平陆运河通航之际，9月17日—21日，第23届中国—东盟博览会在广西南宁举行，作为南宁市在中国—东盟博览会期间举办的嘉宾规格最高、影响力最大的国际交流活动，9月18日下午，2026南宁—河内经济走廊暨“一带一路”南宁友好城市交流大会举行。世界运河历史文化城市合作组织（WCCO）副秘书长杨为民受邀参会并发言，欢迎南宁加入WCCO，围绕平陆运河通航后的新机遇深化互动协作。Grand Canal Media News (Reporter Zhu Guiyan from Nanning)On September 17–21, as the Pinglu Canal came into operation as part of this major project, the 23rd China-ASEAN Expo was held in Nanning, Guangxi. As the event with the highest status and greatest influence for guests during the China-ASEAN Expo in Nanning, on the afternoon of September 18, the 2026 Nanning-Hanoi Economic Corridor And "Belt And Road" Nanning Friendship Cities Exchange Conference took place. Yang Weimin, Deputy Secretary-General of the World Historic and Cultural Canal Cities Cooperation Organization (WCCO), was invited to attend and speak at the conference. He welcomed Nanning to join WCCO, and suggested that they deepen their cooperation in order to capitalize on the new opportunities that arise after the opening of the Pinglu Canal.

今年是中国与东盟建立对话关系35周年。南宁作为中国面向东盟开放合作的前沿门户，平陆运河通航将助力其平台与渠道优势进一步升级。本次大会以“数智赋能城市，互联共创未来”为主题，围绕人工智能、平陆运河、文旅产业三大板块展开，旨在推动各方在基础设施互联互通、临港产业协作、跨境物流合作、数字经济和经贸人文合作等议题上达成共识、深化合作。This year marks the 35th anniversary of China’s establishment of dialogue relations with ASEAN. Nanning, as the gateway for China’s cooperation with ASEAN, will benefit from the opening of the Pinglu Canal, which will further enhance its role as a platform and channel for cooperation. The conference is themed “Digital Intelligence Empowers Cities; Interconnection Creates the Future”, and focuses on three key areas: artificial intelligence, the Pinglu Canal, and the cultural and tourism industry. The aim is to help all parties reach consensus and deepen cooperation in areas such as infrastructure connectivity, port-related industries, cross-border logistics, digital economy, and economic, trade, and cultural cooperation.

友城交往为中国与东盟合作贡献“南宁力量”Friendship relations between cities contribute to China-ASEAN cooperation through Nanning

自2023 年以来，南宁已经连续四年举办友城交流大会，建立了“南宁+多边”的会商机制。南宁在东盟的友城数量位居中国第一，以地方友好交往助推中国东盟在互联互通、经贸产业等方面合作实现多点突破。Since 2023, Nanning has held friendship city conferences for four consecutive years, establishing a “Nanning + multilateral” consultation mechanism. Nanning has the largest number of friendly cities in ASEAN, and through local friendly exchanges, it helps China and ASEAN achieve breakthroughs in areas such as connectivity and economic and industrial cooperation.

南宁市委副书记、代市长钟得志在致辞中表示，随着西部陆海新通道能级持续提升、中国—东盟自贸区3.0版升级议定书正式签署、平陆运河建成通航，南宁与东盟合作迎来新的重大机遇。希望与友城携手，以互联互通重塑区域开放格局，以经贸往来夯实合作根基，以人工智能开辟合作新赛道，以制度创新提升开放合作能级，以人文交流拉紧双方情感纽带，为共建更为紧密的中国—东盟命运共同体作出更大贡献。Zhong Dezhi, Deputy Secretary of the Nanning Municipal Committee and Acting Mayor, said in his speech that with the continuous improvement of the Western Land-Sea New Corridor, the official signing of the upgraded protocol for the China-ASEAN Free Trade Area 3.0 version, and the completion of the Pinglu Canal, Nanning and ASEAN cities are facing new significant opportunities for cooperation. It is hoped that through collaboration with sister cities, we can reshape the regional open economy through connectivity, strengthen cooperation through economic and trade relations, explore new areas of cooperation using artificial intelligence, enhance the level of open cooperation through institutional innovation, and strengthen emotional bonds between the two sides through cultural exchanges. Together, we can make greater contributions to building a closer China-ASEAN community with a shared future.

“世界经济格局正在经历深刻而快速的变化，各地间的互联互通与务实合作，对维护供应链稳定、拓展发展空间和培育新的增长动力发挥着日益重要的作用。”越南海防市人民委员会副主席黄明强表示，海防市愿与南宁市及南宁—河内经济走廊沿线各地一道，共同打造技术、创新与数字化转型走廊；加强物流联通，充分发挥经济走廊的优势和平陆运河带来的新机遇；深化人文交流，为友城关系筑牢根基。“The global economic landscape is undergoing profound and rapid changes. Interconnection and practical cooperation between different regions play an increasingly important role in maintaining supply chain stability, expanding development opportunities, and fostering new sources of growth.” Huang Mingqiang, Vice Chairman of the People’s Committee of Haiphong City in Vietnam, said that Haiphong is willing to work together with Nanning and other areas along the Nanning-Nanning-Hanoi Economic Corridor to create a corridor for technology, innovation, and digital transformation. It will also strengthen logistics connectivity, fully utilize the advantages of the economic corridor and the new opportunities brought by the Pinglu Canal, and deepen cultural exchanges in order to strengthen relations between friendly cities.

会上，来自有关国家的主管部门、友好城市代表，南宁市有关部门以及国际组织和中外企业代表，围绕人工智能、平陆运河、文旅交流三大板块，进行主旨发言、专题推介、商业案例分享。At the meeting, representatives from relevant national authorities and friendly cities, departments in Nanning, as well as international organizations and Chinese and foreign enterprise representatives, gave keynote speeches, presented specific examples, and shared business cases related to artificial intelligence, the Pinglu Canal, and cultural and tourism exchanges.

备受瞩目的平陆运河已于9月16日正式通航，将为中国和东盟加强互联互通、高质量共建“一带一路”注入新动能，也为南宁的开放合作打开了新空间。南宁市发展改革委主任胡茂松作“平陆运河开启友城合作新机遇”专题推介，重点介绍了南宁在搭建跨境物流联运体系畅通贸易渠道、高标准规划建设平陆运河带产业链、打造文旅交流新场景促进民心相通三个领域的合作机遇。The highly anticipated Pinglu Canal was officially opened to navigation on September 16. This will provide new impetus for China and the ASEAN countries to enhance connectivity and jointly develop the “Belt and Road” initiative with high standards. It also opens up new opportunities for cooperation in Nanning. Hu Maosong, Director of the Nanning Municipal Development and Reform Commission, presented a presentation titled “The Pinglu Canal Creates New Opportunities for Cooperation Between Friendly Cities”. He highlighted Nanning’s opportunities for cooperation in three areas: establishing efficient cross-border logistics systems to facilitate trade, planning the industrial chain along the Pinglu Canal at high standards, and creating new platforms for cultural and tourism exchanges to promote mutual understanding between people.

WCCO副秘书长杨为民分享了WCCO以运河为纽带，推动文化融通、经济合作、民心相通，促进全球运河城市间经济文化交流的实践成果。“WCCO作为中国唯一以运河为主题、致力于促进全球运河城市交流合作的国际性社会组织，欢迎南宁市加入，共同携手围绕平陆运河通航后的新机遇深化互动协作。”杨为民认为，南宁作为平陆运河起点城市、中国—东盟博览会永久举办地和西部陆海新通道重要节点，必将迎来链接东盟、联通世界的更大机遇。她期待双方以平陆运河通航为契机，重点围绕拓展开放渠道、深化文旅合作、服务城市发展、推动青年交流、搭建国际桥梁、促进区域联动等方面，建立更加紧密的合作关系，共同探索“运河+东盟”“运河+文化” “运河+经济”等合作模式，为运河城市开放提供新的示范。Yang Weimin, Deputy Secretary-General of WCCO, shared the practical achievements of WCCO in leveraging the Canal as a link to promote cultural integration, economic cooperation, and people-to-people connections, thereby facilitating economic and cultural exchanges among global canal cities. “As the only international organization in China that focuses on the theme of canals and is committed to promoting cooperation between global canal cities, WCCO welcomes Nanning to join us in deepening mutual cooperation in light of the opening of the Pinglu Canal.” Yang Weimin believes that as the starting point city of the Pinglu Canal, the permanent host city for the China-ASEAN Expo, and an important node of the Western Land-Sea New Corridor, Nanning will undoubtedly embrace greater opportunities to connect with ASEAN and the world. She hopes that, taking advantage of the opening of the Pinglu Canal, both sides can establish closer cooperative relationships in areas such as expanding opening-up channels, deepening cultural and tourism cooperation, supporting urban development, promoting youth exchange, building international bridges, and fostering regional collaboration. Together, they can explore cooperation models like “Canal + ASEAN”, “Canal + Culture” and “Canal + Economy”, thereby providing new examples for the openness of canal cities.

现场举行了多项签约仪式。南宁市副市长侯劲、老挝乌多姆赛省行政管理委员会副主席坎森·阿利共同签署南宁市与老挝人民民主共和国乌多姆赛省关于建立友好市省关系协议书，南宁的“国际朋友圈”再添一位新朋友。多个人文经贸合作项目也相继签约，为南宁经济发展注入新活力。“南宁国际友城人工智能产业合作联盟”发起仪式举行，推动中外人工智能产业合作结出更多硕果。Several signing ceremonies were held on site. Hou Jin, the vice mayor of Nanning, and Kansen Ali, the vice chairman of the Administrative Management Committee of Udomesai Province in Laos, jointly signed an agreement between Nanning and Udomesai Province in the Lao People’s Democratic Republic to establish friendly city-provincial relations. Thus, Nanning has gained another partner within its “international network”. Several cultural and economic cooperation projects were also signed, adding new impetus to Nanning’s economic development. The launching ceremony of the “Nanning International Friendship City Artificial Intelligence Industry Cooperation Alliance” was held, aiming to promote more successful cooperation in the field of artificial intelligence between China and foreign countries.

“谈到南宁，我们常提到中国—东盟博览会、南宁—河内经济走廊以及各种交流合作活动。平陆运河补充了一项重要优势，即直接连接海洋，南宁将在面向东盟的物流、贸易、分拨和供应链服务方面具备更强的发展条件。”越南北宁省工贸厅副厅长阮世施认为，通过连接“硬基础设施”与“数字基础设施”两大要素，南宁可以成为中国与东盟企业会聚、开展贸易、投资、创新并更深入参与区域价值链的交汇点。When talking about Nanning, we often mention the China-ASEAN Expo, the Nanning-Hanoi Economic Corridor, as well as various exchange and cooperation activities. The Pinglu Canal provides an important advantage – it connects directly to the sea. As a result, Nanning will have better conditions for logistics, trade, distribution, and supply chain services in relation to ASEAN countries. Nguyen Thi Sy, the deputy director of the Industry and Trade Department of Nanning Province in Vietnam, believes that by integrating “hard infrastructure” with “digital infrastructure”, Nanning can become a hub where Chinese and ASEAN companies meet, engage in trade, invest, innovate, and participate more deeply in the regional value chain.
