9月8日，河南省住房城乡建设厅联合多部门印发《关于统筹推进控增量去库存优供给着力稳定房地产市场的若干措施》，通过加大住房消费支持力度、支持多元化改善性住房需求、加大公积金支持力度，建设“好房子”等十五条举措，着力稳定全省房地产市场。其中明确：根据商品房库存去化周期对用地实行差异化管控，超18个月地区暂停住宅用地出让，12至18个月地区按盘活面积定上限。
