9月7日，吉首市召开领导干部会议。湘西自治州委常委、州委组织部部长、州委统战部部长邹兴旺同志出席会议并宣布省委、州委决定：滕朝辉同志任中共吉首市委委员、常委、书记；周立志同志不再担中共吉首市委书记、常委、委员职务，另有任用。
