据新华社北京9月3日电 据报道，越南外交部发言人近日发表声明称，越南对西沙群岛拥有主权。外交部发言人郭嘉昆3日在例行记者会上答问时表示，西沙群岛是中国固有领土，不存在任何争议。中国在自己的领土上开展必要建设是主权范围内的事，越方无权说三道四。
