9月3日，俄罗斯副总理亚历山大·诺瓦克表示，由于炼油厂非计划检修导致原油加工量下降，俄罗斯今年石油产量预计将较此前预测小幅下降，但这一情况是暂时性的。诺瓦克表示，随着炼油厂陆续恢复运营及市场形势稳定，俄罗斯石油产量预计将逐步回升。
