中国青年报客户端杭州8月27日电（中青报·中青网记者 李剑平）今年第18号台风“沙德尔”将于28日凌晨至下午在浙江省温州市苍南县到台州市椒江区一带沿海登陆。今天，宁波、台州、温州（简称甬台温）三市发布《告全体市民书》，并于27日下午把防台风应急响应提升至Ⅰ级，坚持极限思维、底线思维，把各项措施落实落细落到位，确保人民群众的生命财产安全。
