答：能告。但基本赢不了。
（1）一般的案件不受理，受理不一般；
（2）救援成败标准不清晰，不好确定；
（3）救援有原则但无标准，很难评价；
（4）假如告状轻易胜诉，消防市场化。
第一性原理是：紧急处置无标准答案，有标准答案不叫紧急处置。
