国家发展改革委、国家能源局印发《新型电力系统建设“十五五”规划》提出，激发用电侧协同互动能力。完善管理制度、调度体系、市场机制和技术标准，做实做细负荷管理措施，充分发挥市场作用，引导分布式电源、可调节负荷、电动汽车充电基础设施等各类分散资源聚合参与电力削峰和填谷，提升用电侧协同互动能力。到2030年，全国需求侧削峰能力超过1亿千瓦。
