近日，一段“男子在地下停车场用脚踹歪地锁，随后徒手掰扯设施”的视频引发关注。

A public employee in Hunan province is under investigation after a video showing him prying off a parking space lock went viral online, prompting a joint investigation by local authorities.
8月1日，“湖南一公职人员停车受阻撬他人停车位地锁”的消息引起网友关注。此后，衡阳市发改委、祁东县表示对此事高度重视，立即联合进行调查处理。
经查，朱某某，系衡阳市发改委二级机构市社会信用信息中心工作人员，同时为祁东县大成商业小区业主委员会副主任。
The incident occurred on Friday afternoon in the underground parking garage of Dacheng Commercial Residential Compound in Qidong county, under the administration of Hengyang city. The man, surnamed Zhu, works at the social credit information center of the Hengyang Development and Reform Commission and also serves as deputy director of the residential compound's owners' committee.
7月31日下午4时许，朱某某在小区地下停车场发现，有业主私自为车位上地锁（此前业主委员会为车位产权与开发商肖某多次发生纠纷），为执行小区业主委员会关于“车位产权确定前任何人不能上锁”的规定，遂用脚踹等方式拆除该地锁，后被该车位地锁安装主人欧阳某发现并制止。
According to a statement issued by local authorities on Sunday, Zhu kicked and pried off the parking lock. The lock had been installed by another resident, surnamed Ouyang, who said the parking space had been rented from the developer. Zhu maintained that no resident should be allowed to install a parking lock until the ownership dispute between the owners' committee and the developer was resolved.
8月1日上午10时，原开发商肖某称该车位为其所有且已租给欧阳某使用。因双方协商未果，遂向洪桥派出所报警，后经民警调解朱某某与欧阳某达成和解。
下一步，将对朱某某不当行为和相关问题依规依纪作出严肃处理。
Authorities said Zhu will face disciplinary action for his misconduct and related issues in accordance with relevant regulations and disciplinary rules.
据媒体此前报道，监控视频显示，7月31日下午4时许，湖南衡阳祁东县大成小区地下停车场，一辆白色SUV准备倒车入库时，被车位上的地锁挡住。一男子下车后，先后多次用脚踹击地锁，再徒手拉扯掰动，造成地锁受损，随后被另一名赶到现场的男子劝阻。
