Escalating crisis calls for renewed diplomacy

The Middle East is once again at the precipice of a catastrophic escalation of conflict, with the Red Sea becoming the focal point of the expanding crisis.

The Iran-backed Houthi group declared a maritime blockade against Saudi Arabia on Monday, threatening to target any vessel calling at Saudi ports. This declaration was swiftly followed by attacks on two Saudi oil tankers in the Red Sea.

These actions have highlighted the strategic importance of the Bab el-Mandeb Strait, a critical waterway connecting the Red Sea with the Gulf of Aden. Control of this strait is vital for global trade as millions of barrels of oil pass through it daily.

The Houthi blockade, alongside Iran's strategic pressure on the Strait of Hormuz, creates a dual choke hold on energy transport. Any sustained disruption to maritime traffic in this region could have a cascading effect on the world economy, affecting not only energy prices but also the cost of goods and services globally.

Yet there seems to be no end in sight to the ongoing military confrontation between the United States and Iran as their conflict continues unabated. Financially, the war has already cost the US an estimated $37.5 billion, with Congress considering an additional $73 billion in military funding. The US appears to treat every ceasefire window as nothing more than a preparatory phase for the next battle.

Washington's overriding objective is to consolidate its control over the region's energy lifelines, reinforcing its dominance over global oil markets and buttressing the dollar's central role in the international financial system in the process.

Israel, meanwhile, has its own strategic and domestic political calculations, seeking to translate regional turmoil into geopolitical advantage.

This convergence of interests has helped fuel a cycle of instability stretching from Gaza and Lebanon to the Persian Gulf and the Red Sea. Few regional actors have any inherent interest in disrupting vital maritime arteries. Yet when confronted with sustained military pressure and coercive policies, they have resorted to asymmetric responses that further destabilize the region.

Washington presents its calls for other countries to contribute funding, personnel and military assets to safeguard the Strait of Hormuz as a collective effort to preserve the stability of global energy markets. Yet such appeals invite an obvious question. If the US were ultimately to consolidate strategic control over Gulf energy flows, would the resulting geopolitical and economic dividends be shared equitably with those asked to bear the costs? And even if they were, how many countries would willingly accept a share of wealth extracted through a blood-for-oil conflict?

As a Chinese envoy to the United Nations observed during the UN Security Council's open debate on natural resources and security on Wednesday, international law recognizes every state's permanent sovereignty over its natural resources. That principle should not be diluted through coercive diplomacy, unilateral sanctions or military intimidation. The era in which powerful nations could reshape international order through force and resource appropriation should be consigned to the past.

At this critical moment, diplomacy must take precedence. The US has expressed willingness to engage in constructive negotiations, as indicated by Secretary of State Marco Rubio during his discussions with Association of Southeast Asian Nations foreign ministers in Manila.

This openness to dialogue is a crucial step toward de-escalation. The international community should support and facilitate these efforts.

The memorandum of understanding between the US and Iran, achieved through international mediation, represents a fragile yet vital foundation for peace. The MoU should be valued as a beginning for future negotiations.

The current pattern of "fighting while talking" has only worsened the crisis. What is needed is a cessation of hostilities, a good-faith effort to overcome difficulties and an immediate return to meaningful dialogue.
