民政部日前发布《城乡三级养老服务网络建设管理指引》，明确到2029年基本建成覆盖城乡的“县级-乡镇（街道）-村（社区）”三级养老服务网络，重点聚焦失能失智照护刚需，同时兼顾高龄、特殊困难老年人等多样化的养老服务需求，整合一张家门口的养老“服务网”。
