《人工智能示范法4.0》（以下简称“示范法”）是由中国社会科学院“人工智能安全治理研究”实验室孵化专项资助项目组在广泛调研、国际比较和产业交流基础上形成的学术性立法参考文献，旨在为全球范围内人工智能立法提供制度思路、规范模型和对话基础。示范法不代表任何国家机关的正式立场，具有开放性、迭代性和理想性。其所设计的主管机关设置、负面清单、人工智能特区等制度，是探索性理论设想，供立法者与学术界讨论参考。读者在理解示范法时，可将其视为推动法治共识形成的过程性成果，而非最终的政策建议。
