人民财讯5月31日电，据湖南日报，湖南省自然资源厅近日核发全省首个国土空间规划许可意见，国家重大能源基础设施项目——遵义—吉安天然气管道项目（怀化—衡阳段）成为首个受益者。该意见将用地预审、规划选址与先行用地三项审批“三合一”，标志着作为全国试点省份的湖南，在深化规划用地“多审合一”改革、健全国土空间规划许可制度方面迈出关键一步。
