4月30日，记者从黑龙江省水文水资源中心获悉，黑龙江干流兴安段（漠河市兴安镇）于30日10时开江；黑龙江干流马伦段（塔河县开库康乡马伦村）于11时30分开江。至此，黑龙江省主要江河全线开江。
