“增强经济和社会韧性”核心要义在于推动社会治理从被动应对风险的“应急响应”转向主动建构秩序的“制度能力”，使社会系统在不确定环境中仍能维持结构稳定与功能运转，从而实现发展与安全在结构层面的有机统一，使整个经济社会系统的根基更稳、韧性更强，以确保中国式现代化行稳致远。
