赵英 | 北京

赵英先生的主要业务领域为银行与融资、RWA境外发行，金融机构设立与合规（反洗钱），支付清算与数字人民币，数字资产监管合规，金融监管与金融科技以及数据合规等。赵英先生始终立足于连接监管政策与市场创新，特别是在金融与科技交叉领域拥有深厚积淀与洞察，能够为客户提供稳健且兼具前瞻性的法律支持。他尤为擅长处理数字货币、支付清算等前沿复杂业务，曾牵头数字人民币法律合规体系构建及虚拟货币政策研究，并成功主导了多项具有行业标杆意义的交易。赵英先生此前曾任中国人民银行数字货币研究所法律合规与风险管理负责人，并拥有国家金融监管部门及立法机构任职经历。目前，赵英先生已入职金杜北京办公室。

仇越 | 上海

张昊青律师在跨境银行与金融法律事务方面拥有丰富的执业经验。她专注于为国际金融机构、投资基金及企业客户处理复杂的跨境融资交易，尤其在银团贷款、并购融资、项目融资（特别是可再生能源与基础设施领域）及结构性融资方面拥有丰富的经验。张昊青律师擅长就涉及多法域的复杂交易提供全流程支持，涵盖交易结构设计、文件起草谈判以及风险评估与管理，曾主导完成多笔具有市场影响力的大型跨境融资项目。她在能源、基础设施、金融服务及房地产等行业经验尤为丰富，业务覆盖亚洲、欧洲及北美等多个地区。目前，张昊青律师以国际合伙人身份入职金杜北京办公室。

Their arrival will further enhance the firm's capabilities in financial regulation and fintech, cross-border compliance and dispute resolution, and complex cross-border financing, enabling King & Wood to deliver more forward-looking and integrated legal solutions to clients in an increasingly complex domestic and international business and regulatory environment.

Mr. Zhao Ying specializes in banking and finance, offshore issuance of real-world assets (RWA), establishment and compliance of financial institutions (including anti-money laundering), payment and clearing systems, digital RMB, regulatory compliance of digital assets, financial regulation and fintech, as well as data compliance. Mr. Zhao has a longstanding focus on bridging regulatory policy and market innovation. With deep expertise and insight, particularly at the intersection of finance and technology, he provides clients with robust and forward-looking legal support. He is especially adept at handling complex, cutting-edge matters such as digital currencies and payment and clearing systems. He has led the development of legal compliance frameworks for digital RMB and research on virtual currency policies, and has successfully spearheaded multiple landmark transactions in the sector. Prior to joining King & Wood, Mr. Zhao served as the head of legal compliance and risk management at the Digital Currency Institute of the People's Bank of China and held positions at national financial regulatory authorities and legislative bodies. Mr. Zhao Ying is based in King & Wood's Beijing office.

Ms. Qiu Yue brings extensive experience in cross-border investigations, dispute resolution, and regulatory compliance. She excels in handling significant and complex multi-jurisdictional enforcement responses, internal corporate investigations, and cross-jurisdictional commercial litigation. She has represented multinational corporations and Chinese enterprises in responding to criminal and civil investigations across countries and regions. She has also assisted clients in establishing and improving internal compliance systems in areas including anti-corruption, financial fraud, conflicts of interest, data compliance, and export controls. Additionally, Ms. Qiu Yue has represented clients in numerous complex cross-border litigations involving trade secrets, product liability, securities violations, contractual disputes, and antitrust matters. Known for her pragmatic and efficient approach, as well as her keen risk management capabilities, she has earned strong client trust and a solid reputation. Ms. Qiu was previously a partner at a renowned international law firm, and joins King & Wood's Shanghai office as an International Partner.

Ms. Elle Zhang has extensive experience in cross-border banking and finance. She focuses on advising international financial institutions, investment funds, and corporate clients on complex cross-border financing transactions, with particular expertise in syndicated loans, acquisition finance, project finance (especially in the renewable energy and infrastructure sectors), and structured finance. Elle is experienced in providing full-lifecycle support for complex multi-jurisdictional transactions, covering transaction structuring, document drafting and negotiation, and risk assessment and management. She has led multiple market-leading cross-border financing projects. Her industry experience is particularly strong in energy, infrastructure, financial services, and real estate, spanning regions including Asia, Europe, and North America. Elle joins King & Wood's Beijing office as an International Partner.
