伊朗消息人士向路透社透露，美国已同意解冻伊朗在卡塔尔及其他外国银行被冻结的资产。伊朗方面将此视为对方是否认真对待持久和平协议的信号。在任何持久和平协议达成之前，解冻伊朗被冻结资产还与确保霍尔木兹海峡的安全通行直接相关。
