据海口日报消息，近日，海口市人民政府印发《海口市进一步优化营商环境行动方案（2026—2028年）》（以下简称《方案》），聚焦市场效能提升、政务服务跃升、要素集聚赋能、创新开放驱动、信用体系提质、法治建设护航等六大行动，提出45条措施105项工作任务，推动全市营商环境整体跃升。
