3月23日，特朗普对媒体说，美国同伊朗进行了对话，已形成协议要点。美以近两日频繁释放所谓“谈判”的消息，但伊朗方面否认与美国进行任何谈判，并指出美国“散布虚假新闻的目的是操纵金融和石油市场，同时也是缓兵之计，还为制造矛盾、分裂伊朗”。 25日，伊朗方面更是喊话美国：“别把你们的失败称为协议。”
