3月7日，国家发展改革委副主任郑备在国新办吹风会上表示，“十五五”规划纲要草案聚焦解决人民群众急难愁盼问题，设置7项指标，在主要指标中占比超过1/3。在教育健康方面，提出提高劳动年龄人口平均受教育年限、人均预期寿命、每千人口拥有医护人员数等，切实提升人民群众教育和健康水平。
