会上，民政部部长陆治原表示，聚焦公益慈善的公信力，大力整治公益慈善内部管理不严、善款使用不规范，以及假借公益慈善的名义实施违法犯罪等问题。同时加快完善公益慈善方面的政策制度，初步构建了全链条穿透式的综合监管模式。
