两会新华社快讯：关于生态环境法典草案的说明显示，草案共5编、1242条，各编依次为：总则、污染防治、生态保护、绿色低碳发展、法律责任和附则。第一编“总则”规定生态环境领域的重要法律原则和基础性、综合性、普遍性的法律制度，统领其他各编。
