2026年3月2日，科技部、金融监管总局、工业和信息化部、国家知识产权局联合对外发布《关于加快推动科技保险高质量发展 有力支撑高水平科技自立自强的若干意见》，从6方面提出20项举措，加快构建同科技创新相适应的科技保险体制机制。

China on March 2, 2026 made public new guidelines to accelerate the high-quality development of sci-tech insurance, among broader efforts to strengthen technological self-reliance. The document, which was issued by the Ministry of Science and Technology, the National Financial Regulatory Administration, the Ministry of Industry and Information Technology, and the China National Intellectual Property Administration, sets out 20 measures across six areas, aiming to build a sci-tech insurance system that is better aligned with technological innovation.

科技保险主要包括科技活动风险保险、科技活动主体保险。研发费用损失、成果转化费用损失、科技成果应用推广风险、知识产权被侵权等都在科技保险的保障范围内。科技保险是科技金融大文章的重要组成部分，对科技创新风险分散和资金支持具有重要作用。

《关于加快推动科技保险高质量发展 有力支撑高水平科技自立自强的若干意见》提出，健全重大技术攻关风险分散机制，加强对国家战略科技力量的保险服务和对重点区域的科技保险服务。针对科技型中小企业的风险特征，意见提出支持保险机构开发条款简便、价格合理、投保便捷、理赔便利的产品，扩大科技保险覆盖面。意见明确，加强重点领域保险保障，强化科技型企业全生命周期保险保障、支持科技型企业“走出去”、完善科技人才保险保障服务、加快发展知识产权保险、推动网络安全保险创新应用。同时，意见要求优化科技保险产品开发和精算定价，优化科技保险承保理赔服务，鼓励科技保险专业化经营，优化科技保险发展生态。除提供风险保障外，意见引导保险资金投向科技创新领域，支持投资国家重大科技项目和重点科技领域，加强对新兴产业和未来产业的投资布局，加大创业投资的支持力度，健全国有保险机构参与创业投资的内部容错机制。

科技兴则民族兴，科技强则国家强。我们党历来高度重视科技事业发展。党的十八大以来，党中央深入推动实施创新驱动发展战略，提出加快建设创新型国家的战略任务，确立2035年建成科技强国的奋斗目标，不断深化科技体制改革，充分激发科技人员积极性、主动性、创造性，有力推进科技自立自强，我国科技事业取得历史性成就、发生历史性变革。

As a result, historic achievements and transformations have been realized in the development of science and technology.
