2月25日，香港特区政府财政司司长陈茂波在立法会发表2026至2027财政年度政府财政预算案。陈茂波表示，“国际临床试验学院”将于明年成立，贡献国家生物医药技术“引进来、走出去”，助力香港发展成为国际医疗创新枢纽。此外，将向“中医药发展基金”注资5亿港元，就策略性主题进行研究、培训及国际推广。
