财联社2月14日电，《南京市网络预约出租汽车管理办法》今天正式施行。新规在车辆和驾驶员准入方面均有放宽。车辆方面，将“初次注册登记”调整为“距初次注册登记不超过2年”，符合条件的二手车也可申请进入网约车市场。驾驶员方面，删除了“具有本市户籍或居住证”的条件。另外，新规明确要求：网约车平台必须合理确定并公开抽成比例上限。
