2026年中央一号文件2月3日对外发布，部署锚定农业农村现代化，扎实推进乡村全面振兴。文件提出，要因地制宜推进宜居宜业和美乡村建设。

China unveiled its "No. 1 central document" for 2026 on February 3, outlining plans to advance agricultural and rural modernization and to promote all-around rural revitalization. According to the document, efforts will be made to build a beautiful and harmonious countryside that is desirable to live and work in based on local conditions.

党的二十大报告提出，要“建设宜居宜业和美乡村”。党的二十届四中全会《建议》对推进宜居宜业和美乡村建设作出战略部署。宜居宜业是乡村振兴的关键，与民生福祉息息相关。只有建设好宜居宜业和美乡村，才能使乡村留人聚才、焕发生机。建设美丽家园、过上美好生活，是亿万农民的期盼和向往。

2026年中央一号文件部署因地制宜推进宜居宜业和美乡村建设。文件提出，要统筹优化乡村国土空间布局，加快补齐农村现代生活条件短板，稳步开展全域土地综合整治；加强农村基础设施建设和管护，推动现代宜居农房建设，提升农村及偏远地区网络覆盖水平；加强县域基本公共服务供给统筹，推进城乡学校共同体建设，加强县区、基层医疗机构运行保障；一体化推进乡村生态保护修复，持续整治提升农村人居环境，推广绿色生产和节水灌溉技术；深入实施文明乡风建设工程，丰富农村文化产品和服务供给，持续推进农村移风易俗；建设平安法治乡村，常态化开展扫黑除恶，强化未成年人违法犯罪预防和治理。

【重要讲话】

全面推进乡村振兴、加快建设农业强国，是党中央着眼全面建成社会主义现代化强国作出的战略部署。强国必先强农，农强方能国强。没有农业强国就没有整个现代化强国；没有农业农村现代化，社会主义现代化就是不全面的。

It is a strategic plan the CPC Central Committee has made to advance rural revitalization across the board and accelerate the building of a strong agriculture, with a view to building China into a great modern socialist country in all respects. A country must first strengthen agriculture to make itself strong, and only when agriculture is strong can the country be strong. Without strong agriculture, there won't be a great modern country. The socialist modernization won't be complete without agricultural and rural modernization.
