何亦星出生于1978年，曾任杭州市旅游委员会规划发展处处长，建德市副市长，建德市委常委、高铁新区（高新园）党工委书记，建德市委常委、组织部部长。
2021年12月，何亦星任上城区委常委、常务副区长，至本次履新。
惠海涛已于2025年12月任临安区委书记。
